Dear Ms. Swainson,



Thank you for your email concerning immigration.



There is no doubt that the immigration issue is a thorny one on many fronts. The immigration system is broken, and we need common-sense solutions from Congress that are fair and realistic.



I do not believe, however, that local jurisdictions such as Montgomery County can substitute their efforts for what can only be described as failures by the federal government to achieve a workable immigration policy.



I do not believe it is a good use of County Police resources to enforce federal immigration law. However, I do agree with Chief Thomas Manger that our policy on administrative warrants is appropriate. If a person is arrested or stopped by the police for reason and a check of the National Crime Information Computer shows an outstanding warrant from federal immigration, we do detain that person and notify federal immigration. This is standard operating procedure for nearly all the 18,000 police departments across America.



We do not condition the provision of County services to residents based upon their legal status. We have not done so in the past and do not do so in the present.



The County has contracted with CASA de Maryland to deliver a variety of services to the Latino community. Such services include running programs at three day labor centers, health outreach and promotion, English language instruction, youth programs, and economic development. Whether you agree or disagree with CASA’s advocacy on other issues, these services are meeting critical needs.
