Legislation similar to what Sen. Robert Menendez (D-N.J.) used before Summer recess to hijack debate on E-Verify reauthorization -- recapturing unused employer-sponsored visas -- is being put to a vote Wednesday in the House Judiciary Committee. The measure (H.R. 5882), sponsored by Immigration Subcommittee Chairman Zoe Lofgren (D-Calif.), would add an additional 550,000 permanent green cards annually, despite unemployment being at its highest level in five years. This is an evident warning sign that House Majority Leadership intends to move foreign worker legislation before Congress breaks for the election.
