SYLVESTER (voice-over): U.S. construction employees working under a federal contract are guaranteed wages significantly higher than the minimum wage. The so-called prevailing wage rates are ensured by what's known as the Davis-Bacon Act.
The Senate's immigration bill extends those protections to foreign laborers under a guest-worker program. But it went a step further. It also guaranteed the prevailing wage to foreign workers even on private construction projects and in other professions, a benefit American workers do not have.
The result? A system where foreign temporary workers could be paid a lot more than American workers.
SEN. JOHNNY ISAKSON (R), GEORGIA: If a foreign worker on an immigrant firm were working in that job, they would have to be paid $30.27, yet an American citizen working for the same company would not. They might be paid $10 or $15 or minimum wage for that matter.
SYLVESTER: The provision was added as an amendment, ironically aimed at protecting job security of Americans.
STEVEN CAMAROTA, CENTER FOR IMMIGRATION STUDIES: Immigrants, guest workers, illegals, what have you, could come in and work for less and undercut natives. This was a way of trying to deal with it, so you can sort of kind of see the thinking behind it. The problem, is of course, then you get an outcome that doesn't seem to make any sense.
SYLVESTER: Critics also point to the process. The Senate bill and its attachments are nearly 800 pages. Yet, the full Senate devoted only 10 days for debate.
ISAKSON: A lot of things flew under the radar, but the brilliance of our system of government is, it takes a long time to get this done, and as people can read and pull back the layers of the onion, if you will, they'll find some of these things.
SYLVESTER: The Republican Policy Committee has highlighted this provision as one more reason why the Senate immigration bill should be defeated.

SYLVESTER: Or at the very least, critics say, the Senate bill should be rewritten with an emphasis on border security first. Senator Isakson today called on the White House to send an emergency supplemental to Congress to get additional money for security. He added everyone knows it is an emergency and needs to be done. Lou?
DOBBS: It's just unbelievable. Who came up with the bright idea to do that?
SYLVESTER: This was originally an amendment by Senator Barack Obama, and as I said, he originally wanted this to be a job-security amendment for Americans, but you know, the road to hell is often paved with best intentions so...
DOBBS: ... And the Senate would send everyone in this country, every citizen, straight to hell, if they had their way. They didn't read the legislation that they wrote, and this -- it just keeps coming up, creating the requirement to consult with the government of Mexico, before building a fence. I mean, it's just one thing after another. If the Heritage Foundation doesn't get involved in this, the Senate would have approved 100 million immigrants into this country, in addition to what we have over the next 20 years. I mean, they don't even know what they're doing.
SYLVESTER: Lou, I'm sure there will be more surprises, too, as the weeks go on.

This is so out of control. I'ts so far out there I just can't believe this, any of it.!
I saw this while I was on the phone with a friend in California. My words were out of my control...they were not very nice.
Today, that friend and her hispanic husband registered to vote. I hope more and more people are going to stand up and be counted. I think people are realizing that we "all" have to do something to stop this insanity!
I don't know...but I think we need to boycott or do something before election day, so the world can see America uniting and make our voices loud and clear. I read in someones blog earlier, not to do any shopping for a week, or a month. Well if we limited it to the grocery store, (bag lunches) and fuel for our cars and as hard as it may be...don't purchase anything else, they would feel it. I don't know...but we need to do something!
Maybe Lou Dobbs could help get the word out? Talk Radio and these other shows.Please help save America for our children and grandchildren... they are counting on us. THEY DESERVE the goodness of AMERICA not to be given to those who are stealing our children's future! ... and a congress who works for THEM!

How many employers even want to deal with a fed job. They are a living nightmare between mountains of paper work requiring dedicated staff to process and keep on top of bizarre requirements and restrictions all of which contribute to increaseing project costs. While the government limits allowable gross profit margins to 10% which translate into a net profit loss in most instances. To top it off these projects are awarded to the lowest bidder whose plan is at least somewhat feasible. If you need a tax loss these are the jobs to bid.
Perhaps since the N.Y. Times likes to nail this administration even at the risk of being charged with treason maybe we should all write the NYT and demand to know why they do not publish this information?
They want a reaction by revealing the truth of this group of robber barrens, they could get one real fast by publishing this information. People are already raw from FTA, NAFTA, CAFTA and the other alphabet soup agreements that are designed to erase sovereign citizens off the map. This would be the preverbial straw that broke the camels back and perhaps get the attention of a few more citizens.
Folks I think we need to face it... sovereign citizens are caught between the invasion (de facto war) on the south and an undeclared economic assault on sovereign citizens from the east ... Washington D.C.
I personally believe some of our elected representatives (Senate) are pandoring to foreign labor to increase the funds available in the Social Security TRUST fund so they don't have to admitt it has been raided! (or worse perhaps transferred as asset in one of the four bankruptcies this government has declared since 1935!)
In addition they may hope to decrease the surplus population of the baby boomers by severely limiting jobs which provide adequate income to provide basic living expense as well as the anticipated medical expense of an aging population.

If they are going to get a higher wage, let them pay for their own medical bills, housing, food stamps, so on and so on! Let them now pay for our medical care and help us get cheap housing and food stamps and all the rest of the benefits they get off the backs of hard working American citizens! Our leaders are screwing us, we have to get rid of them.
Build the dam fence post haste!

Actually, this in theory is GOOD news, it means Americans are CHEAPER.....so will have preference in hiring...
But we know that aint gonna happen........
