    WASHINGTON — District of Columbia police say they are no longer looking for one of two “potential” suspects in the mass shooting at the Washington Navy Yard this morning, indicating that the 11 victims of the attack were all killed by a single shooter.

    Federal officials have identified the shooter as Aaron Alexis, a 34-year-old government civilian contractor from Fort Worth, Texas, who was new to the Washington, D.C., area, according to a law enforcement official who spoke on condition of anonymity to discuss the investigation. He may have used the identification badge of another person to gain access to the base.

    Federal officials say Alexis was arrested in Fort Worth Sept 5, 2010 for discharging a weapon. The Tarrant County District Attorney did not prosecute.

    Earlier in the day, Metropolitan Police Department chief Cathy Lanier had said that investigators were seeking a white male who had reportedly been seen with a handgun in the vicinity of the shooting on the base. But in mid-afternoon, the police department sent out a message by Twitter saying that the man “has been identified and is not a suspect or person of interest.”

    The other suspect Lanier said witnesses had identified, a black male carrying a rifle, is believed to have been Alexis, who was killed by law enforcement officers in a fire fight about two hours after the shooting began, shortly after 8:15 a.m.

    Officials have not released information on a possible motive for the shooting, but D.C. Mayor Vincent Gray said that they do “not have any evidence to think” that it was related to terrorism. Gray called the shooting a “horrific tragedy.”

    “As far as we know, this is an isolated incident,” Gray added, saying that no other military installations appeared to have been involved.
    Around 3:30, officials began to allow people on the base, who had been on lockdown, to leave.

    President Obama, speaking at the White House, praised the victims as “patriots” who “know the dangers of serving abroad” but faced “unimaginable violence they wouldn’t have expected at home.” He promised that federal and local law enforcement officials would work together to investigate the shooting.

    The number of casualties remained uncertain. Lanier confirmed "multiple victims inside who are deceased." Other officials said that at least four victims had been killed and at least eight were wounded in the shooting.

    Dr. Janis Orlowski, chief operating officer at MedStar Washington Hospital Center, reported three shooting victims at the hospital but added that they expected to admit more victims.

    "From the reports of the victims, it had to be a semiautomatic," she said. "They’re talking about gun shots that they heard in rapid succession."

    One woman admitted to the hospital had a gunshot wound to the head and her hand, Orlowski said. Another woman had a wound to her shoulder, Orlowski said, and a male D.C. police officer had multiple gunshot wounds to his legs.

    The three are in critical condition, she said, but described their chances for survival as good.

    The incident began at roughly 8:15 a.m. at the headquarters of the Naval Sea Systems Command at the sprawling naval base on Washington’s Anacostia River waterfront. Several witnesses told reporters that the shooting broke out on the fourth floor of the building and that the gunman shot down into the building’s open atrium.

    "I think it was all on the fourth floor," Patricia Ward, one of the witnesses, told reporters.

    Ward, a logistics management specialist, was in building 197 when the shooting started. She said she was in the lobby using the ATM machine when she heard three shots. She said she started "panicking." She said she didn’t know what was going on. Then she heard four more shots. A security guard with a gun drawn told them to run, she said. "I just ran. I thought of my family and I just ran." Someone had pulled the fire alarm.

    Ward said that to get into the building, a person has to scan an ID card. She said that may be how the shooters got weapons in.

    Roughly two hours later, witnesses at the base reported hearing more shots fired. A senior law enforcement official said a gunman, who had been barricaded in a room in the headquarters building, had been shot and killed. The shooter had engaged police in a running firefight, a senior law enforcement official said.

    A federal law enforcement official monitoring the situation said the conflicting reports of more than one gunman are coming from a situation where a “second building” is being checked for reports of shots fired. The official said most of the shooting occurred at the Sea Systems Command building, and that tactical SWAT squads were now canvassing the second building.

    “We won’t know what we have until we clear that other building,” said the source, who asked not to be identified because of the fluid situation.

    Officials have ramped up security in all federal buildings in the Washington area. As a precaution, U.S. Capitol Police have added personnel and increased security measures in the Capitol Building.

    As helicopters hovered above the base, first lowering stretchers to airlift victims to local hospitals and later circling the base in an apparent search effort, air traffic was briefly grounded at the nearby Reagan National Airport. Several area schools were put on lockdown.

    A D.C. police officer and a base security officer were among the reported victims.

    About 3,000 people, both civilian and military, work at the Naval Sea Systems Command Headquarters.

    Navy Capt. Danny Hernandez said he was in an adjoining Navy Yard building when the shooting started.

    “Everybody rushed in” to the building where he was, and security guards locked down the facility. “It was pretty orderly,” he said.

    Hernandez said in a cellphone conversation that the lockdown was still in effect.

    WASHINGTON **UPDATE** DC Mayor: 13 dead in shootings at Washington Navy Yard, including gunman.

    As many as two gunmen opened fire Monday morning inside the Washington Navy Yard, killing at least 12 people in an attack on office workers at the heavily secured military installation in the heart of the nation's capital, authorities said.

    One gunman was dead, and police hunted for a second possible attacker who may have been disguised in a military-style uniform, police said.

    Investigators said they had not established a motive for the shooting rampage, which unfolded less than four miles from the White House. As for whether it may have been a terrorist attack, Mayor Vincent Gray said: "We don't have any reason to think that at this stage."

    The FBI took charge of the investigation.

    President Barack Obama mourned yet another mass shooting in the U.S. that he said took the lives of American patriots. Obama promised to make sure "whoever carried out this cowardly act is held responsible."

    The area that was targeted, known as Building 197, was part of the headquarters for Naval Sea Systems Command, which buys, builds and maintains ships, submarines and combat systems. About 3,000 people work at the headquarters, many of them civilians.

    Witnesses described a gunman opening fire from a fourth-floor overlook, aiming down on people in the first-floor cafeteria. Others said a gunman fired at them in a third-floor hallway. It was not clear whether the witnesses on different floors were describing the same gunman.

    Around midday, police said they were searching for two men who may have taken part in the attack _ one carrying a handgun and wearing a tan Navy-style uniform and a beret, the other armed with a long gun and wearing an olive-green uniform. Washington Police Chief Cathy Lanier said it was unclear if the men were members of the military.

    But later in the day, police said in a tweet that the man in the tan uniform had been identified and was not involved in the shooting.

    It was not immediately clear whether the number of dead included a gunman.

    As emergency vehicles and law enforcement officers flooded streets around the complex, a helicopter hovered overhead, nearby schools were locked down and airplanes at nearby Reagan National Airport were grounded so they would not interfere with law-enforcement choppers.

    A short distance away, security was beefed up at the Capitol and other federal buildings, but officials said there was no known threat.

    Todd Brundidge, an executive assistant with Navy Sea Systems Command, said he and other co-workers encountered a gunman in a long hallway on the third floor. The gunman was wearing all blue, he said.

    "He just turned and started firing," Brundidge said.

    Terrie Durham, an executive assistant with the same agency, said she also saw the gunman firing toward her and Brundidge.

    "He aimed high and missed," she said. "He said nothing. As soon as I realized he was shooting, we just said, `Get out of the building.'"

    Rick Mason, a civilian program-management analyst for the Navy who works on the fourth floor of the building, said a gunman was firing from the overlook in the hallway outside his office.

    Shortly after the gunfire, Mason said, someone on an overhead speaker told workers to seek shelter and later to head for the gates at the complex.

    Patricia Ward, a logistics-management specialist, said she was in the cafeteria getting breakfast.

    "It was three gunshots straight in a row _ pop, pop, pop. Three seconds later, it was pop, pop, pop, pop, pop, so it was like about a total of seven gunshots, and we just started running," Ward said.

    Ward said security officers started directing people out of the building with guns drawn.

    One person died at George Washington University Hospital of a single gunshot wound to the left temple, said Dr. Babak Sarani, director of trauma and acute care surgery. A police officer and two civilian women were in critical condition at Washington Hospital Center, said Janis Orlowski, the hospital's chief operating officer.

    Orlowski said the police officer was in the operating room with gunshot wounds to the legs. The police chief said the officer was wounded when he engaged the shooter who later died.

    One woman at the hospital had a gunshot wound to the shoulder. The other had gunshot wounds to the head and hand.

    Adm. Jonathan Greenert, chief of naval operations, was at the base at the time the shooting began but was moved unharmed to a nearby military installation

    Anxious relatives and friends of those who work at the complex waited to hear from loved ones.

    Tech Sgt. David Reyes, who works at Andrews Air Force Base, said he was waiting to pick up his wife, Dina, who was under lockdown in a building next to where the shooting happened. She sent him a text message about being on lockdown.

    "They are under lockdown because they just don't know," Reyes said. "They have to check every building in there, and they have to check every room and just, of course, a lot of rooms and a lot of buildings."

    Naval Sea Systems Command is the largest of the Navy's five system commands and accounts for a quarter of the Navy's entire budget. Only security personnel were allowed to be armed on the grounds.

    Mason, the program management analyst for the Navy, said there are multiple levels of security to reach his office. Everyone must show a building ID to get through a main gate, and at the building entrance, everyone must swipe a badge to pass through either a door or gate, depending on the entrance.

    That "makes me think it might have been someone who works here," he said.

    The Navy Yard has three gates, according to its website. One is open around the clock and must be used by visitors. A second gate is only for military and civilian Defense Department employees. The third gate is for bus traffic.

    The Navy Yard is part of a fast-growing neighborhood on the banks of the Anacostia River in southeast Washington, blocks from the Nationals Park baseball stadium.

    <NationalReport>NBC News has identified the suspect in the Washington D.C. Navy Yard shooter as Registered Democract Aaron Alexis, 34, originally of Ft. Worth, Texas (click here for report circulating on Twitter regarding the shooter). Alexis, allegedly a Muslim (possibly gay), was a civilian contractor who reportedly used the ID of a former employee to gain access into the facility. At this time, 13 people are reported dead and several others wounded.

    Police are also seeking a second potential suspect described as a middle aged African-American man of medium complexion with graying sideburns weighing approx 180 pounds and standing 5-feet-10 inches.

    The incident took place just early Monday morning when Alexis walked into Building #197 at the Navy Sea Systems Command Headquarters and shot a security guard in the head before walking through the building shooting random victims. Alexis reportedly carried an AR-15, a handgun and a shotgun.

      WASHINGTON — The 34-year-old former Navy electrician’s mate identified as the gunman who killed 12 people at the Washington Navy Yard had been discharged from the service in 2011 after multiple disciplinary infractions, a Navy officer said Monday.

      Law enforcement officials have identified Alexis as the shooter who conducted a two-hour rampage at the sprawling naval base in Washington, but have not yet said what they believe was his motive.

    • Alexis, a native of New York, who served in the Navy from 2007 to 2011 as an aviation electrician’s mate 3rd class, entered the base early Monday morning, authorities said, perhaps using another man’s identification card to pass through the gates.
    • Once inside, officials said, he headed for the massive building 197, the headquarters of the Navy Sea Systems Command. Armed with three weapons, including an AR-15 assault rifle, he went to the building’s fourth floor, according to officials. About 8:15 a.m., according to witness accounts and police dispatch recordings, the gunman began shooting down into a crowded atrium that houses an employee cafeteria.
