As can be seen from the first chart below, most potential U.S. immigrants are Asian, they outnumber the rest of the world combined. However as the second chart shows, most foreigners illegally present in the U.S. are from Latin America. Thus legalization of illegal aliens would discriminate based on origin. In fact illegal immigration benefits 30 Latin Americans for every Asian, African, or European beneficiary.




President Kennedy also said:

"natives of no one country should receive over 10 percent of the total quota
numbers authorized in any one year. This will insure that the pattern of
immigration is not distorted by excessive demand from any one country."

Yet although President Kennedy's legislation was enacted into law, immigration discrimination has not ended, only the countries involved have changed. For example due to past amnesties for illegal aliens and intentional misuse of the 14th amendment, Mexico has recently contributed 35% of US immigrants/legalized illegal aliens; future amnesties being proposed could raise this to 50% or more.
