Oregon provides Subsidized To Illegal Aliens
This is washington county- where Hillisboro Oregon exists and where many illegal aliens live and committ crimes.
According to Washington County- people who don't speak english but speak Spanish are "People with Special needs"Serving People with Special Needs
The DHS recognizes the importance of serving people with special housing needs, including:
The elderly
Persons with disabilities
People who don't speak English
Victims of domestic violence
Those who are homeless or at immediate risk of becoming homeless
The DHS partners with other agencies to provide housing and services to these special populations and has received numerous awards for the programs it has developed.
One award-winning program available through the DHS is the PODER program. PODER (pronounced poe-DARE and means "power" in Spanish) is operated in partnership with the Oregon Child Development Coalition, and helps non-English speaking DHS clients learn English in order to become more independent. PODER involves parents and children in classes two nights a week, nine months a year. As families improve their English language skills, the adults find it much easier to get better jobs and become self-supporting, and the children do better in school.
Because of its effectiveness, PODER has received awards from the National Association of Housing and Redevelopment Officials (NAHRO) and the National Association of Counties (NACO) for innovation in providing services to clients.
HOME Investment Partnerships
The Federally-funded HOME Program began in 1992 with the purpose of providing funds for low-income housing. This could be the construction or rehabilitation of affordable rental properties or even houses made available to lower income first-time home-buyers.
Low interest loans are provided by the United States Department of Housing and Urban Development (HUD) based on population and need. Funds are provided to community partners--most often non-profits--that are interested in providing this most valuable service to the community. Often interest is deferred for the first few years of the loan.
I have highlighted just one apartment biulding: Bonita Villa- which is almost all illegal aliens and their anchor babies- I know of latino drug dealers living there- the phone messgage is in spanish and the street signs in front of it are bi-lingual, unheard of for oregon. The police are there all the time- It is a felony to rent to illegal aliens , yet here Washington County is doing so- in the meantime many american citizens are homeless in ORegon and cannot find affordable housing. the waiting list is something like 8,000 for washington county alone. It is an outrage that Illegal aliens are catered to and alllowed to live in tax-payer subsidized housing.

Washington County, Oregon is requesting sealed bids for the roof replacement at the Housing Authority of Washington County’s Bonita Villa Apartments. The project consists of the improvements within an existing approximate 50,000 square feet of roofing area on four three-story buildings as well as a smaller community building at the Bonita Villa Apartments. This property is part of the Washington County Housing Authority.
The scope of work will consist of removal of the present roofing material, repair areas that were part of the tops of fireplace chases and other areas of damaged or deteriorated conditions, repair and replacement of roof drainage areas including gutters and down spouts, install a new roof and flashings.
The project cost estimate is $120,000 - $130,000.
Bids sealed and marked, with the words "Bid, Bid Number and Project Name" and the words "To Be Opened Only by Authorized Staff" will be received by Leslie A. Johnson, Senior Buyer, Purchasing Division until the Bid Closing of 2:00 P.M., Thursday, June 2, 2005 in the Purchasing Division Office, Suite 210, 155 North First Avenue, Hillsboro, Oregon. Bids will be opened at 4:00 P.M., Thursday, June 2, 2005. Only those bids for which the required subcontractor disclosure has been separately submitted by the announced deadline on prescribed forms will be read aloud. Bids received after the designated time and date, per the official bid clock located in Purchasing, will be returned unopened. Bids will be available for public inspection following the bid opening.
A mandatory pre-bid conference and walk-through will be held at 10:00AM, May 23, 2005 in the Community Room, Bonita Villa Apartments, 7520 SW Bonita Road, Tigard, Oregon 97224. BIDDERS
Bidders are solely responsible for ensuring actual receipt of the bid by the Purchasing Division.
Bidders must use bid and bid guaranty forms (if electing to use a bid bond) forms furnished by the County in the bid documents.
Bidders must conform to the requirements of the bid documents and related, applicable laws.
Bidders must complete and submit the First-Tier Subcontractors Disclosure Form provided in Section IV. It shall be submitted no later than two work hours after the time designated for the bid closing.
No bidder may withdraw its bid after the hour set for the opening and before award of the contract, unless award is delayed beyond 60 calendar days from bid opening date.
Licensing per ORS 468A.720 (working with asbestos) is /is not required for this project.
All bidders must be registered with the Oregon Construction Contractors Board or the State Landscape Contractors Board prior to submitting bids. Failure to register will be sufficient cause to reject bids as "non-responsive.
Bidders shall demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program.
BIDS
Bids must contain:
A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120.
Bidders must sign all Bid Forms, and in doing so agree to comply with the statement in the Bid Form regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 276a "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage."
A bid bond, certified check, or cashier’s check in the amount of ten percent (10%) of the bid on the County’s Bid Guaranty Form.
The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids and may cancel this procurement upon a finding by the County it is in the public interest to do so.
The Washington County Board of Commissioners reserves the right to waive any and all informalities in the best interest of the County.
The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries' List of Contractors Ineligible to receive Public Works Contracts (pursuant to ORS 279C.365).
