    Congress could vote as early as this week on legislation to eliminate the diversity visa lottery. House Judiciary Chair Lamar Smith (R-TX) plans to introduce legislation that would eliminate the lottery green card program and reallocate its annual 55,000 visas to foreign graduates of U.S. universities with PhDs and Masters in STEM fields (Science, Technology, Engineering, and Mathematics).

    While it is unfortunate that Congress is not more concerned with finding jobs for unemployed American technical workers or training our own students in STEM fields, at least Smith’s approach is essentially neutral in its impact on immigration numbers. By contrast, Rep. Zoe Lofgren (D-CA) introduced HR 6412, a similar measure to Smith's, but it retains the diversity visa program, resulting in a net increase in immigration.

    The visa lottery awards green cards to people without regard to the situation of the immigrants or the needs of this country. Last year, the program issued over 2000 visas to individuals from countries listed as state sponsors of terrorism, including Iran, Sudan, and Syria.
