North American Union: Deconstructing the U.S.

This is Part I of a three-part series.

No one in their right mind would consider Jerome Corsi a liberal or a leftist. Corsi received a Ph.D. from Harvard University in political science in 1972 and has written many books and articles, including co-authoring with John O'Neill the No. 1 New York Times best seller "Unfit for Command: Swift Boat Veterans Speak Out Against John Kerry."

The 2004 book was a defining character study of presidential candidate John Kerry. "Unfit for Command" may have been the single biggest reason John Kerry is not president today and George W. Bush is. He is also author of "Atomic Iran: How the Terrorist Regime Bought the Bomb and American Politicians."

Corsi is not a conspiracy nut, and he does his homework on the various issues he tackles. I suggest that the American people of all political orientation give full attention to a major event that frames immigration policy, the Dubai Ports deal and badly negotiated trade deals, as well as the sellout of American interests by our favorite politicians of both parties - and no party.

Corsi and Minuteman co-founder Jim Gilcrist wrote the book "Minutemen: The Battle to Secure America's Borders." The book is a timely investigation into how our nation's southern border is disintegrating into violence and chaos, human smuggling, drug running and incursions by Mexican military and police into U.S. territory.

Researching and writing the book forced him to ask some hard questions about the WHY of our porous border and the ultimate goal of those who are allowing it to remain a national disgrace of lawlessness and corruption.

In any event, I decided to interview Dr. Corsi after reading an article he wrote for Human Events Online: "President Quietly Creating 'NAFTA Plus'." [ http://www.humaneventsonline.com/article.php?id=15059 ]

His responses to my questions were astounding.


During the interview, Dr. Corsi told me that everyone is asking the obvious question about open borders. Why is the Bush administration failing to deal with them in any effective manner except to propose "guest worker amnesty." But most people don't pursue the answer to that question, perhaps because their instincts tell them they will not like the TRUE answer. As a conservative who supported the Bush administration in the past, Corsi found the answer difficult to take.

His conclusions and answer to the question of why nothing of any consequence is being done about our porous borders is startling and disturbing: "We are close to a coup d'état by the executive branch. What I have come across in my investigation reminds me of the plot in the blockbuster '60s book 'Seven Days in May' ... having to do with a military coup plot against civilian government. The conclusions I arrive at seem more in line with some fantastic plot line of the TV series '24'."

Corsi related to me that the most recent coup attempt against our nation, system and sovereignty is not being conducted by the U.S. military. Rather, it is being achieved through men who place commerce and commercial interests at the top of what mankind is about. It is very Hegelian and Marxist, at its center encompassing a belief that people are primarily motivated by economics and materialism, that trade and commerce and having material goods are the primary factors in creating a peaceful world. The policymakers who hold those attitudes have had immense influence on George W. Bush.

Immigration, open borders, trade deals, all of it is part and parcel of an attempt to create a North American Union. In its present form it is known as The Security and Prosperity Partnership signed by the "three amigos," Bush, Fox and Canada's Paul Martin at Waco, Texas, in 2005.

The idea for the North American Union has been floated for a couple of decades. It went into hyperdrive after the Cold War. At that time, powerful groups including the guiding lights in the Council on Foreign Relation, government, business and the denizens of the Beltway's Iron Triangle came into their own. Last year's report by a CFR task force entitled "Building a North American Community" is the outline for the North American Union, which they would like to have up and running by 2010.

The task force is quite clear that one of the major goals of this effort is to remake boundaries around the three North American nations. Individual countries will relate to a supranational parliamentary or governing system rather than to their own. National governments will still have limited power but not so much sovereignty. Immigration, in their ultimate plan, will mean open borders and a vastly diminished importance of citizenship in the three nations.

This is simply a new brand of old feudalism being set into motion by none other than the hero of so many Republicans, George W. Bush.

North American Union: Coup d'état American Style

By 2010, the integration of Mexico, Canada and the U.S. will be almost complete. Congress and the media will not know what happened. Americans will be as clueless as ever; thanks to the complicity of the brain-dead media, the triumph of a bloodless bureaucratic elitist coup will become a reality, or close to it.

Jerome Corsi writes in Human Events: "Without announcing his intentions to do so, President Bush has decided to support the creation of a North American Union through a process of governmental regulations, never having to bring the issue before the American people for a clear referendum or vote."

"The Bush Administration has decided to ‘back-door' the creation of a North American Union political entity that would effectively erase our borders with Mexico and Canada and create several super-regional governing bodies that would have jurisdiction over the U.S. Congress and the U.S. Supreme Court."

He continues, "Despite having no authorization from Congress, the Bush administration has launched extensive working-group activity to implement a trilateral agreement with Mexico and Canada.

"The membership of the working groups has not been published, nor has their work product been disclosed, despite two years of massive effort within the executive branches of the U.S., Mexico and Canada.

"The groups, working under the North American Free Trade Association office in the Department of Commerce, are to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, on March 23, 2005. ... This trilateral agreement, signed as a joint declaration not submitted to Congress for review, led to the creation of the SPP office within the Department of Commerce."


"The SPP report to the heads of state of the U.S., Mexico and Canada – released June 27, 2005 – lists some 20 different working groups spanning a wide variety of issues ranging from e-commerce, to aviation policy, to borders and immigration, involving the activity of multiple U.S. government agencies."

Corsi insists that Congress gave no clear mandate to the Department of Commerce or these working "groups" to deconstruct the United States and reformulate or fold it over into a regional trading state. He says that this procedure is a way for the establishment, which includes members of BOTH political parties and no political orientation except political or economic power, to do an end run around the American people and the legislative process – not to mention the Constitution of the United States.

Of the 20 or so SPP (Security and Prosperity Partnership) working groups, the closest thing to legislation allowing this "contrivance" to proceed was introduced by Senator Richard Lugar, R-Ind., April 20, 2005 – S. 853, the North American Cooperative Security Act. This bill would allow the secretary of state to jump-start a program to establish or bolster "mutual security and safety of the United States, Canada and Mexico."

The bill is stuck in committee. If we Americans are lucky it will stay stuck in committee and die the painful death of all creepy legislation that attempts to create a "new world order."


A House version was introduced by Rep. Katherine Harris – H. 2672 – and is also languishing in committee. God is good!

The implementation of the North American Union through a system of exchange between Canada, Mexico and the U.S. via regulations instituted by "study groups" housed in the Commerce Department is proceeding without any vote by the American people or, it would appear, any congressional interest or involvement.

Corsi vehemently maintains: "This is not a theoretical exercise being prepared so it can be submitted for review. Instead, SPP is producing an action agreement to be implemented directly by regulations, without any envisioned direct Congressional oversight."

The report says: "Upon your review and approval, we will once again meet with stakeholders and work with them to implement the work plans that we have developed."

And again, the June 2005 SPP report stresses:

"The success of our efforts will be defined less by the contents of the work plans than by the actual implementation of initiatives and strategies that will make North America more prosperous and more secure."

Reviewing the specific working agenda initiatives, the goal to implement directly is apparent. Nearly every work plan is characterized by action steps described variously as "our three countries signed a Framework of Common Principles." In other words, a coup through an "agreement" instituted by George W. Bush, Canada's Paul Martin and Mexico's Vicente Fox is in the works.

Regulations misusing NAFTA and the SPP agreement Bush signed last year in Waco, Texas, along with Fox and Martin will have a regional state in the works that none of us voted on.

As has happened in the past with so-called "trade agreements" or "security pacts," the on-track North American Union will create supranational bodies which will make decisions negating the will of the American people, thereby doing an end run around our sovereignty and the U.S. Constitution. Forget the Congress – they let this happen.

It won't matter whether or not we pass "guest worker" amnesty this year or next. What will happen is continued dithering about border security until the North American Union is in place. [ http://www.humaneventsonline.com/article.php?id=15233 ]

Meanwhile, a spokesman for the SPP told Corsi: "We [SPP] did not want to get the contact people of the working groups distracted by calls from the public." These working "groups" house themselves in the U.S. Commerce Department under the NAFTA banner. They have NO congressional oversight.

The SPP operates on the QT. It does not publish much in the way of documentation on its Web site. It has released several proposals involving regional coordination and collaboration across national borders on a number of projects. It will include many more public-private partnerships that will eventually take us to economic and political despotism. This outfit has to "work" out of the public view because someone might actually start investigating, as Dr. Corsi has done

Why are the Bush administration and policy elite doing this in such an underhanded way, without informing or debating this huge step in public? The answer, of course, is that the American people would scream bloody murder. Corsi also thinks that Bush and company are convinced the U.S. will be top dog in any hemispheric or regional arrangement.

Nevertheless, it wouldn't be the first time an illegal coup of sorts has taken place through a clandestine network of economic and political interests. There are always those who think they take power through a back door. It is very Hegelian and collectivist to believe the ends justify the means.

Corsi also ponders the same questions most loyal Americans must ask if they are honest. If this indeed is a coup by an elite to nullify U.S. sovereignty and make an end run around the system, it is a travesty and goes against absolutely everything Americans have fought and died for in countless wars. It is a betrayal of the U.S. Constitution and the American people.

As of June 15, 2006, only Rep. Tom Tancredo is demanding that the Bush administration let the American people know what is going on.

One might ask: Why aren't more media and legislators asking questions they should have asked BEFORE the Dubai Ports deal went down? Where have they been as 12 to 20 million illegal migrants entered the U.S. without permission, mocking the rule of law and our sovereignty? Why have nutty trade deals not been challenged as commercial interests, with the permission of the U.S. government, turned over American assets to anyone with the price?

What is it going to take to stop or prevent continued loss or sellout of America's best interests as we are forced to witness the destruction of a nation-state with a political and economic system that has worked for over 200 years?

Is the answer blowing in the wind, or does it lie with the American people and their representatives?

Part II: Coup d'état American Style

Jerome Corsi conducted an excellent investigation into the upcoming "North American Union." Corsi broke ground that the mainstream media continue to ignore. With respect to border issues, illegal immigration, U.S. trade policy, national security and the integrity of the nation-state of America, his conclusions are ominous.

Corsi writes:

"The Security and Prosperity Partnership (SPP), signed by President Bush with Mexico and Canada in Waco, Tex., on March 23, 2005, was fundamentally an agreement to erase our borders with Mexico and Canada. ... The SPP 'working groups' organized within the U.S. Department of Transportation are signing trilateral memoranda of understanding and other agreements with Mexico and Canada designed to accomplish the open borders goal incrementally, below the radar of mainstream media attention, thereby avoiding public scrutiny. Congress is largely unaware that SPP exists, let alone knowledgeable about the extensive work being done behind the scenes by the executive branch to advance the agenda articulated by the Council on Foreign Relations (CFR) to establish a North American Union as a new regional super-government by 2010."

This CFR document, called "Building a North American Community," asserts that George W. Bush, Mexican President Vicente Fox, and Canadian Prime Minister Paul Martin "committed their governments" to the goal of North American integration when they met at Bush's ranch and at Waco, Texas, on March 23, 2005. The three adopted the "Security and Prosperity Partnership of North America" and assigned "working groups" to fill in the details.

The CFR's "integrated" strategy calls for "a more open border for the movement of goods and people." The SPP Web site is almost verbatim the CFR outline for the North American Union. It also declares creation of a "common security perimeter" that will require us to "harmonize visa and asylum regulations" with Mexico and Canada.

A precursor to the "Summit of the Americas" at Waco in 2005: Before the events of 9/11 stopped him, President George W. Bush signed the Declaration of Quebec City on April 22, 2001, which was a "commitment to hemispheric integration." It was full of overblown rhetoric and it has been followed up by many speeches including his second inaugural address in 2005 – all of them loaded with U.N. double talk such as "interdependent," "greater economic integration," and "sustainable development."

In any event, the Summit of the Americas in Waco in 2005 gave birth to the Security Prosperity Partnership. The summit was simply a post-9/11, post-Iraqi invasion continuation of Bush's desire to promote the concept that commerce and material interest are at the core of what drives men and nations. His zeal to create a North American Union is one more example of a kind of messianic attempt to recreate the world believing that economics, trade and commerce trump all other desires or questions.


No More Borders – No More United States of America

Corsi figured out not long ago why nothing is being done about the porous borders and the reason why George W. Bush and the establishment shakers and movers want open borders.

He writes in Human Events Online:

"The June 2005 ‘Report to Leaders' references that the Security and Prosperity Partnership of North America was announced at the Waco summit in March 2005. Yet, the SPP declaration was neither a treaty nor a law. The legal status of the declaration was not much more than a press release issued by President Bush, President Vicente Fox, and then-Prime Minister of Canada Paul Martin. Still, somehow SPP.gov conveys the impression that the Waco declaration created de facto a new NAFTA-plus legal status between the three countries that is designated the ‘Security and Prosperity Partnership of North America,' or ‘SPP' for short."

Like Bill Clinton, George W. Bush has claimed powers for the executive branch that give the presidency the power of a benevolent dictator while reducing the Congress to some sort of rubber stamp or Greek chorus. Insiders claim that the influence of Dick Cheney and others have impacted Bush's attempt to claim powers that Cheney and others believe were destroyed when Richard Nixon left office.


As it is, the creation of the North American Union will depend on the misuse of the regulatory system and incremental implementation through regulations to create the NAU. U.S. bureaucrats and agencies caving to the will and dictum of institutions such as the World Trade Organization, World Bank, World Court, NAFTA tribunal, or "study groups" composed of "stakeholders" and "experts" is the process making the NAU a reality.

Rule by Regulation: How to Overthrow a Republic

The SPP sets as one of its goals: Regulatory Cooperation to Generate Growth. What that includes is "harmonization" of economies – rules and regulations created by a group of unknowns and "experts" that impact all aspects of life. The result will be an end to U.S. sovereignty, America as a nation-state.

You may ask: So, how can they do this without Congress knowing about it?

Dr. Corsi claims, "I cannot find U.S. congressmen or senators who will identify any specific congressional examination or oversight that [has] been exercised over these SPP working groups that apparently have been convened to implement what amounts to only a joint press release declared from the trilateral summit in Waco." [Summit of the Americas, Waco, Texas, 2005]

Corsi also believes the Bush administration is creating a North American Union through the regulatory system fabricated by unelected bureaucrats and agency appointees as well as NAFTA or trade tribunals. The new court system would trump U.S. laws and courts, including the U.S. Supreme Court. Everything would take second place to expanding and promoting the "harmonization" or "integration" of the United States, Canada, and Mexico.

According to Dr. Corsi:

"Chapter 11 of the NAFTA agreement allows a private NAFTA foreign investor to sue the U.S. government if the investor believes a state or federal law damages the investor's NAFTA business. … Under Chapter 11, NAFTA establishes a tribunal that conducts a behind closed-doors ‘trial' to decide the case according to the legal principals established by either the World Bank's International Centre for the Settlement of Investment Disputes or the UN's Commission for International Trade Law. … U.S. laws can be effectively overturned and the NAFTA Chapter 11 tribunal can impose millions or billions of dollars in fines on the U.S. government, to be paid ultimately by the U.S. taxpayer."

Then, of course, there are terrible hemispheric agreements like CAFTA, passed last year by two votes. Full of hundreds of pages of bureaucratese, CAFTA gives an undetermined authority to foreign tribunals so as to make sure U.S. laws are "no more burdensome than necessary" on foreign trade.

Congress didn't pay attention to the details, the language, and the regulatory outline in CAFTA any better than they did in signing onto NAFTA, with its 400 pages of rules, regulations, and tribunals. They will most likely be just as obtuse when they will allow their arms to be twisted by powerful business and trade groups, as well as the Bush administration, to pass the upcoming Free Trade Act of the Americas after the November elections.

Additionally, when it comes to immigration and trade issues, you can count on U.S. efforts to protect itself from a human tide of illegal migration and bad trade deals being overturned by a supranational trade-related court or tribunal that will routinely and inevitably expand its power and scope. Meanwhile, count on Congress to stick its collective head in the sand.

Follow the Yellow Brick Road to Utopia

The SPP Web site is pretty clear on the effort to remake three sovereign nations: "The SPP builds upon, but is separate from, our long-standing trade and economic relationships. It energizes other aspects of our cooperative relations, such as the protection of our environment, our food supply, and our public health."

It also calls for the free movement of people and goods across borders. This is one of several reasons you and I are never going to see a workable border security plan or an end to illegal immigration come out of the Bush administration. It won't be necessary once the "plan" is implemented in full in the next 10 years.

As the SPP Web site tells us:

"Following the March 23, 2005, launch of the SPP, each nation established Security and Prosperity working groups to fulfill the vision of the North American Heads of State. The working groups will consult with stakeholders; set specific, measurable, and achievable goals and implementation dates; and identify concrete steps the governments can take to achieve these goals. An initial report is due to Heads of Government on June 23 with semi-annual progress reports thereafter."

The so-called prosperity "working groups" of experts and stakeholders cover a wide range of issues:

Movement of Goods
Energy
Environment
E-Commerce & Information Communications Technologies
Financial Services
Business Facilitation
Food and Agriculture
Transportation
The long and short of it: Misusing his office and ignoring his oath of office, George W. Bush's "security and prosperity" effort should have been nothing but a minor agreement between neighbors that would have retained the sovereignty and integrity of three nations: U.S., Canada, and Mexico. Instead it has become a shotgun wedding forced on us by a bunch of megalomaniac policy loons, out of control and out of touch, and certainly without the "consent of the governed."
Once more, we are witnessing an uncaring, uninformed George W. Bush rule by fiat, claiming powers to himself and the executive branch which cannot be found in the Constitution except through a disgraceful interpretation of the commerce clause.

I strongly urge you to read the documents on the SPP Web site, as well as Corsi's series on the NAU. Also important are the working papers of the CFR on "Building a North American Community," and American University's Richard Pastor on the same topic. These efforts are both illuminating and scary, to say the least.

I also urge you to pay attention to what your elected representatives, particularly those in the U.S. Senate, do. Forget partisan squabbles or tiffs involving "conservative" or "liberal" celebrities and newspeople. The nation is being lost because we are being sidetracked by rubbish that does not amount to a hill of beans.

Demand the Congress to stop the NAU from being more than one more awful, destructive economic agreement the leaders of the U.S. routinely sign.

Your freedom, country and system depend on what you do now.

BRIAN A very SINCERE thank you for this article. I've been putting in the pieces and trying to relate the whole without sounding like a conspiracy freak.

NOW having said that ... This website is dedicated to closing the borders and securing our sovereignty. IF you want these borders closed you have to go to the cause not the failure (congress).

I have some suggestions to everyone in Alipac on how we can make use of this article with its authenticity being placed in Corsi.

1. William should make this an important announcement article so that every member reads it and it is not shifted down into the main body of articles and lost.

2. Every person here should conduct an experiment. Copy this article in full with links referenced and write a cover letter to your local editor and demand that this information be published. IF you can do it, make an appointment with the editor go in with this article plus a printed copy of the Making of a North American Community (that one really wakes up the sleepers).

Report back to Alipac the response from your local editors. That should be published in an additional thread on important. This way we can determine how deeply LOCAL media is influenced by the traitorous powers that be.

We aren't marching in the streets we better ( .... ) well be making appointiments and getting face to face with individuals. Time is not ten years the time is three years.

3. Each person should copy this article with the same cover letter and fire it off to 60 Minutes Producers ... lets see how "American" that group actually is. Fire it off to Lou Dobbs ... lets see just how much Moxy CNN has.

4. Send a copy (via mail receipt requested) to ALL of your representatives again report back the response. When I say "ALL" I mean all both State and Federal level. If you can, request to meet with your state representative in person. I can assure you that your Governor is aware of this. He or she doesn't think you are aware of it.

5. Use every public group you are associated with, meet with the heads of these groups, show them the information, request that a community meeting be established to convey this important information.

I want to emphasize here that this is an opportunity to inform the church that this isue is not about discrimination or the loss of human dignity but the destruction of our Constitution is critical to their own personal views of the dignity of man and must not be allowed to happen.

We have to work at a grass roots level to get this information out. I do think we need to associate with a comparable group in Canada. U.S. Citizens are behind in receiving the message due to the heavily influenced main stream media we are saddled with. Canada is already active. CAP is the Canadian protest movement. The url and email address is in one of the articles posted on Alipac.

I am of the opinion that the many groups protesting the issue of illegal borders need to co-ordinate their plans and work as a super group. We have no time for competition among individual groups. The bill board system is effective. It should be utilized to inform the people with more specific information beyond "stop the invasion" those need to clearly state Stop the eraser of our borders! Stop the North American Union.

That phrase "The North American Union" in and of itself is an eye opener that throws your personal life into a tail spin since the agenda for the future becomes paramount. There are many Americans who are still in the dark regarding the "why" this is happening. Those who are concerned need to be given a shortcut to finding out the "why" of it all.

I have already put together 15 letters with the post to Bush, Fl. Senators, some Reps., Tancredo, the leadership (alleged of the House and Senate, majority and minority, and ABC.

Now as to some of the content of this article.

If you have read any of my posts and confirmed the information, you will know the United States (INC) has filed insolvency multiple times. Most recently in 1993 - 1997 at which time I suspect our Constitution was suspended (Seriously I DO think that). The money changed as did everything else. (Nafta was in the works in 1994) Clinton gave away the critical Panama Canal to China. Weither that was post committment for an "emergency line of credit from China" for 8 billion dollars to keep the federal government functioning, I don't remember at this moment.

Here's a tid bit for you to ponder. The United States can be sued because it is an entity, it has taken on the persona of a "person". It has NO power. Try sueing it. It can be done if you have a pzillion dollars and decades to wait ... however by 2010 if not today the court that will hear it will have been abolished.

Bankruptcy of the government was the method used in 1935 with "The Emergency Banking Act" that threw this country into PERMANENT sate of emergency suspending our Constitution. Is that legal? NO but they have been masterful at keeping the masses dumb!

Our entire lives we have lived NOT under our Constitution but under an imposed emergency status that subjugated our rights as citizens. They have managed to keep it secret by "appearing" to accomodate the provisions of our Constitution. "They" reference the Constitution to silence the protests that erupt every once in awhile.

These people found an effective tool and continue to use it. I will have to dig them out later but there are TONS of lawsuits already years in the process against the United States by Canada (soft wood issue is one I remember off the top of my head). These lawsuits are filed and processed through a world court NOT OUR COURT.

Second bit of information that you may or may not be aware of is that the IRS is the collection agency for the Federal Reserve (neither of which are part of our government but in fact are entities (corporations) out side our government. Those PRIVATE agencies control our money and collect the taxes. THOSE TAXES ARE USED TO PAY OFF THE RECEIVERS OF THE MULTIPLE INSOLVENCIES WHICH HAVE OCCURED BY THIS GOVERNMENT BECAUSE OF WARS. There are no provisions in the receivership for payment against principle of these (orchestrated debts). In other words the debt can NEVER be paid off. Our taxes since the NON ratified 14th Ammendment have done nothing more than pay off INTEREST of a perpetual loan.

Why the nation-state is important and why it must be saved.

BECAUSE we the people are the only "FREE PEOPLE" on this planet. Every other citizen of every other nation (including Democracies that appear free) are subjects of their government. OUR Constitution clearly states the government is subject to the People.

IF the Constitution is replaced (and yes they already have the replacment written up) the entire world will move back to the fuedal system and "the people" will be legal economic slaves. Currently we are ILLEGAL economic slaves paying off the extravagent debt (IRS income tax) of an illegal government.

When a past court decision (Stare' de Cisis or however you spell it) is referenced in a current hearing, NO court decision prior to 1938 can be used as a reference. That is because those decisions were based on OUR CONSTITUTION... those were decided under Constitutional law.
