    Actually the problem is the *interpretation* of the 14th Amendment, not its form. The amendment includes, "and subject to the jurisdiction thereof, are citizens...." The writers of the amendment were clear that foreigners did not owe allegiance to the United States and thus neither they nor their children were eligible for citizenship. So for example if a foreign tourist is imprisoned for shoplifting, we will have applied our laws against her, but that does not transform that person into a citizen - nor would it transform a child born to her in prison. That truth has become inconvenient, especially for those seeking to solidify their power by garnering the votes of all those Undocumented Democrats.
