    Schwarzenegger to reveal deeper budget cuts

    SACRAMENTO — Gov. Arnold Schwarzenegger's takeaway message from last week's defeat of the special election ballot measures was "cuts, cuts, cuts."

    This week, he's following through.
    The Republican governor on Tuesday will release a revised budget proposal for the coming fiscal year that details nearly $5.5 billion in cuts on top of those he previously announced.
    California's budget deficit has ballooned to $21.3 billion, although the nonpartisan legislative analyst says it actually be will $3 billion higher when the fiscal year begins July 1.

    The extra cuts Schwarzenegger is set to announce are in place of his earlier plan to borrow $6 billion.

    He said voters indicated in last week's special election they did not want state lawmakers to raise taxes, borrow money or employ shell game-style funding shifts to balance the budget.

    Schwarzenegger spokesman Aaron McLear said the revised budget will include making $18 billion in cuts and taking $2 billion from local governments that will have to be repaid. The governor also wants to raise money by selling some state assets, such as San Quentin State Prison, and charging an emergency response fee to homeowners in wildland areas.

    The governor acknowledged his cuts will be painful. They include cuts to in-home care for Alzheimer's patients and layoffs for thousands of teachers.
    "Behind every one of those dollars we cut, there are real faces,"

    Schwarzenegger told a gathering of small-business owners Tuesday in Sacramento. "If we don't make those cuts, I think we will face catastrophic consequences because the state would simply run out of money and get insolvent, which we cannot afford to do."

    Schwarzenegger already had proposed deep cuts, including laying off 5,000 state government employees and reducing general fund payroll by 10 percent. Billions of dollars would be cut from K-12 schools, potentially shortening the school year by a week, while financial aid for college students would be reduced.

    The CalWORKS welfare-to-work program and Healthy Families, which provides low-cost health insurance for children, may be eliminated. Funding for state parks would be greatly reduced, and some boards and commissions consolidated or eliminated.

    Schwarzenegger also wants to transfer 19,000 inmates who are illegal immigrants to federal custody, saving $182 million.

    A steep drop in tax revenue has accelerated the decline of California's financial condition. This year saw the first drop in personal income statewide since 1938.

    "The depth and the scope of this international recession and the effect it has had on California's economy and its budget requires us to be putting additional measures on the table that would have been unthinkable just three months ago," said H.D. Palmer, spokesman for the governor's finance department.

    Finance officials will deliver the administration's latest budget proposal to a hearing of a joint legislative budget committee Tuesday afternoon.
    Among the propositions defeated by voters last week was one that would have raised $5 billion by borrowing against future lottery revenue. Two others would have transferred about $900 million next year from early childhood and mental health funds.

    Hmmmm.....maybe this will FINALLY spur an exodus back into Mexico and give CA some much needed relief and breathing room.

    Now, the next step should be investigating, prosecuting, and holding accountable, anti Americans like Pelosi, Lee, Villaraigosa, Nunez, and every single other reconquista, marxist, communist, socialist, etc. who is holding ANY position of power in CA whatsoever.

    Put an end to the treason and CA might just have a chance.

    We need to get rid of all those who are anti american and start all over. California can be saved and now is the time to do it!! I called Arnold's office today and told the aid that I totally stand behind the idea of cutting welfare. This will force the illegals to get going on outa here! WE CAN'T AFFFORD TO CARE FOR ILLEGALS AND THEIR CHILDREN! It's really that simple!

    CAL-WORKS, Healthy Family Program????? What the heck are these??? No wonder we're broke. So if all the poor are getting health care who doesn't get healthcare? This crap should've been cut off years ago. The problem is now the illegals will all go to hospitals and close them down. They won't go home to Mexico.

    Governor proposes eliminating CalWORKS

    The Schwarzenegger administration today proposed $5.6 billion in additional spending reductions to narrow the state budget deficit in lieu of floating additional short-term loans, including elimination of the state's welfare-to-work program known as CalWORKS.

    Dropping CalWORKS would save an estimated $1.3 billion next year and is the largest single piece of a 25-item list of additional spending cuts given to a two-house committee working on the budget deficit.

    The deficit has been pegged at $24.3 billion by the Legislature's budget analyst and Gov. Arnold Schwarzenegger had wanted to cover part of it with some loans known as "revenue anticipation warrants" or RAWs, but abandoned that strategy last week after learning that the federal government wouldn't back the loans. Without those guarantees, obtaining financing from private lenders was uncertain.

    Whacking the state prison budget by an additional $788.5 million is the second largest item on the list. The complete list may be found here.

    SACRAMENTO — Gov. Arnold Schwarzenegger is proposing $5.5 billion in additional cuts to help close a $21.3 billion state deficit.

    The Schwarzenegger administration on Tuesday released details of the deeper cuts after California voters defeated last week's special election ballot measures. The cuts come on top of those he previously announced.

    The Republican governor is proposing to eliminate welfare checks for more than 500,000 low-income families, cutting health coverage for nearly 1 million children and phasing out college assistance for thousands of students.

    Schwarzenegger also proposes eliminating funding for state parks, reducing inmate rehabilitation programs and slashing funding for courts.
    Rapidly declining tax revenue appears to have made the governor's proposed budget outdated, even as lawmakers are beginning to debate it.

    The legislative analyst's office projects the deficit will grow to at least $24.3 billion by July 1, the start of the new fiscal year.

    WOW.....ARNIE IS FINALLYACKNOWLEDGING, AT LEAST SOMEWHAT, THAT ILLEGALS ARE DRAINING STATE RESOURCES.

    Wrong Arnold, insolvency is the best solution, they you could tear up those fat Union contracts and being them down to earth!!

    And I would say that you all are off to a good start JD2!

    You done good out there......don't be discouraged by criticisms or speculations about what the "real" motive behind the choices made at the ballot box might be.

    What I see in this is that the people of California are finally standing up to say, collectively, that they have had enough and forcing change.

    It needed to be done a long time ago.
