An Arizona appeals court has overturned the conviction of a woman who voted in two states during the 2010 general election.

Carol Hannah of Bullhead City was convicted of voting a mail-in ballot in Adams County, Colorado, and in person in Arizona. Tuesday's ruling says Hannah didn't violate Arizona law barring voting in the same election twice because the Colorado election was legally a separate election.

The three appeals court judges noted that "we do not mean to imply that voting in elections held in two separate states on the same date is otherwise proper or lawful." Instead, they said Colorado and the federal government need to determine if she broke their laws by voting in both states.

Hannah was convicted last year of a felony and placed on probation .
