Southeast, Putnam County, NY Focus Campaign
The township of Southeast in Putnam County, NY officals are urging the Sheriff to consider the 287(g) immigration enforcement program.
Instructions
We need ALIPAC Activists to make calls, send letters, faxes, and e-mails to all members of the Southeast, NY Council asking them to consider passing ordinances that will prevent illegal aliens from city employment and rental properties. Also, ask them to consider applying for the federal 287(g) program. You may want to share with them some articles about what other cities are doing and some of the problems and public attitudes (polls) about illegal immigration.

Thanks to the recearch performed Councilwoman Mitts,
we are they only Town in the State of New York who is
petitioning local law enforcement on 287(g). We hope
tha the Sheriff and the County Legislature will agree
to funding this critical program.
We are also the third municipality in the State of New
York to adopt a Rental Registration Law to ensure that
over crowding does not happen in the Town Outside of
the Village. As you know, we do not have any
jurisdiction in the Village, although we do get the
blame!
We are also looking at legislation concerning Title 8
of the United States Code (U.S.C.) Section 1324a. This
was enacted by Suffolk County and I find this most
intriguing.

Illegal Immigration Workshop February 8, 2007
Deliverables
1. Mandate that Local Law Enforcement Partner with the
ICE - Pursuant to Section 287(g) of the Illegal
Immigration Reform and Immigrant Responsibility Act,
the U.S. Department of Homeland Security can enter
into agreements with state and local law enforcement
agencies, permitting designated officers to perform
immigration law enforcement functions, provided that
the local law enforcement officers receive appropriate
training. Support the Town of Southeast’s dialogue
with the Putnam County Sheriff to explore the
feasibility of entering into a section 287(g)
agreement with the Department of Homeland Security so
that Deputies can be trained and authorized to
identify, process, and when appropriate, detain
immigration offenders they encounter during their
regular, daily law-enforcement. This would be a first
in the Region.
2.Local Laws Adopting English as Official Language –
Requires that English be used for all public
transactions.
3.Title 8 of the United States Code (U.S.C.) Section
1324a (Aliens and Nationality) Contractors Affidavit –
Have State and Local governments adopt legislation
(Attachment 1 was recently adopted by Suffolk County)
which requires municipalities to obtain affidavits
from contractors working on Public projects attesting
that they will abide with Federal, State and local
laws, including the requirements of Title 8 of the
United States Code (U.S.C.) Section 1324a (Aliens and
Nationality) which address the hiring of covered
employees and with respect to the alien and
nationality status of the owners.
4.Transparency in Government – Have all elected
officials sign affidavits which disclose their
ownership in corporations, LLC’s, partnerships, etc.
as well as any real estate holdings, including rental
properties, directly and indirectly. This would
improve the transparency in government and ensure that
public officials don’t have conflicts of interest and
enforce local zoning codes.
5.Public Outreach – Seek public participation in
reporting known violations of building codes (e.g.
illegal apartments) and illegal encampments. Once
notified, it would be incumbent on Public Officials to
rectify. Voters should vote out elected officials who
ignore such violations. State/Towns/Schools should
consider suing Federal government for costs associated
with illegal immigration, and work together to get
Congress to reinstate grants that address such costs.
Assemblyman Ball might consider having all Towns in
his district support the re-introduction of
legislation by our Federal representatives, like H.R.
5217 Municipal Illegal Immigration Relief Act of 2006
(Attachment 2). We need these types of grants to help
cover the costs associated with the illegal alien
problem and to aid with enforcement and public safety
issues.

6.Social Security Numbers and NYS Driver’s License –
Require Social Security Numbers for all Driver
Licenses and permits.
7.Registration – Require illegals to register with
local municipalities
8.Day Laborers Website for Legal Aliens – Have a
private sector organization sponsor and promote a
website that would provide residents and business
owners a pool of legal day laborers. Concerns about
sponsoring a day laborer center were expressed,
including whether tax payer money should be used to
provide amenities for illegals and whether such a site
would attract more illegals to the area.
9.Neighborhood Watch – Create citizen’s group to put
pressure on contractors by videotaping day laborer
pickups and putting on TV, etc.
10.Youth Programs – Promote hiring of youth of
