Bill Submitted In House To Make Standard Time Permanent
Bill Submitted In House To Make Standard Time Permanent
By William Teach July 14, 2026 – 10:30 am
I don’t quite get the push to do away with the whole Standard Time/Daylight Savings Time switch. I’ve dealt with it most of my life, no big deal. A minor sleep change for a day or two and then people move on. But, I guess in the age of social media and people being Inflamed over minor things people can’t let go

NO MORE CHANGING CLOCKS?
The House of Representatives will vote this week on making Daylight Saving Time permanent. If it passes the House, it would then need to be approved by the Senate before going to the President to be signed into law. Basically sunrise and sunset timesShow more

ButStandard time could become permanent in US under new bill, with some exceptions
A new bill introduced in Congress could drastically change how we observe the twice-a-year practice of changing the clocks, even as a move to make daylight saving time permanent gains traction.
For the last few years, there have been several attempts to make daylight saving time — the time we are currently observing — permanent. The Sunshine Protection Act passed through the Senate in 2022, but subsequent versions of the legislation haven’t been as lucky. (snip)
But a bill introduced in the House last week could take a largely different approach. The bipartisan “Sunshine for Our Kids Act of 2026” was introduced by Reps. Mary Gay Scanlon (D-Penn.) and Pat Harrigan (R-NC). It calls for permanent standard time — the time we observe from November through March — in the U.S., with some exceptions.
While health experts agree that standard time is better for our health, most efforts in Congress and throughout the U.S. have focused on making daylight saving time permanent. Nearly 20 states have passed legislation to observe daylight saving time year-round, should Congress approve it. Only Hawaii and parts of Arizona observe standard time year-round.
In Raleigh for Dec 1 on standard time sunrise is 706am, sunset 5pm. I’d rather that than sun up at 806am, sundown at 6Winters would feel exactly as they do under permanent standard time. Days would feel “shorter,” with the sun setting earlier, but we would maintain the morning daylight hours health experts say are crucial to our well-being.
The sun would rise progressively earlier as the calendar flipped to spring and summer under year-round standard time. Summer sunsets would also happen an hour earlier than they currently do.
It would mean that sunrise would be around 5:08am on the longest day of summer and sunset 7:42pm. Hey, that’s what blackout curtains are for. Personally, I hate the whole staying light out way past 8pm thing. Let’s also not forget what happened last time they tried to make DST permanent in 1974: people hated those long dark mornings, and there were more accidents.

House passes bill to make daylight saving time permanent
(NEXSTAR) – A new bill introduced in Congress could drastically change how we observe the twice-a-year practice of changing the clocks, even as a move to make daylight saving time permanent gains traction.
For the last few years, there have been several attempts to make daylight saving time — the time we are currently observing — permanent. The Sunshine Protection Act passed through the Senate in 2022, but subsequent versions of the legislation haven’t been as lucky. The House could vote on its version of the Sunshine Protection Act this week in a move that could end the twice-a-year changing of the clocks. The U.S. has long had a back-and-forth relationship with daylight saving time, with each attempt at making it permanent being rolled back a short time later.
You got the ‘explosive’ diarrhea parasite. Now what?
Where do states stand?
The Sunshine for Our Kids Act would make standard time permanent throughout the U.S., should it take effect. However, the bill would allow states to make daylight saving time permanent if they choose to do so. At present, states are only permitted to observe standard time year-round.
Nearly two dozen states considered bills this year that would make standard time permanent. Nearly all stalled out because the state’s legislative session ended. Standard time legislation remains alive in California, Pennsylvania, New Jersey, Massachusetts, and Michigan.
Meanwhile, there were roughly 20 state-level bills introduced this year pursuing permanent daylight saving time. Nineteen states have already passed legislation to do just that.
What would permanent standard time look like?
Winters would feel exactly as they do under permanent standard time.
The table below shows how sunrise and sunset times would vary across multiple U.S. cities under permanent standard time:
City Earliest sunrise/latest sunset in summer Earliest sunrise/latest sunset on permanent ST Austin 6:29 a.m./8:37 p.m. 5:29 a.m./7:37 p.m. Charlotte, NC 6:08 a.m./8:42 p.m. 5:08 a.m./7:42 p.m. Chicago 5:15 a.m./8:30 p.m. 4:15 a.m./7:30 p.m. Cleveland, OH 5:52 a.m./9:04 p.m. 4:52 a.m./8:04 p.m. Denver 5:31 a.m./8:32 p.m. 4:31 a.m./7:32 p.m. Grand Rapids 6:03 a.m./9:26 p.m. 5:03 a.m./8:26 p.m. Green Bay 5:07 a.m./8:41 p.m. 4:07 a.m./7:41 p.m. Indianapolis 6:16 a.m./9:17 p.m. 5:16 a.m./8:17 p.m. Juneau, Alaska 4:20 a.m./11:43 p.m. 3:20 a.m./10:43 p.m. Las Vegas 5:23 a.m./8:02 p.m. 4:23 a.m./7:02 p.m. Los Angeles 5:41 a.m./8:08 p.m. 4:41 a.m./7:08 p.m. Nashville 5:29 a.m./8:08 p.m. 4:29 a.m./7:08 p.m. New Haven 5:18 a.m./8:29 p.m. 4:18 a.m./7:29 p.m. New Orleans 5:59 a.m./8:05 p.m. 4:59 a.m./7:05 p.m. New York City 5:24 a.m./8:31 p.m. 4:24 a.m./7:31 p.m. Portland, Oregon 5:21 a.m./9:04 p.m. 4:21 a.m./8:04 p.m. Salt Lake City 5:56 a.m./9:03 p.m. 4:56 a.m./8:03 p.m. St. Louis 5:36 a.m./8:29 p.m. 4:36 a.m./7:29 p.m. Tampa 6:33 a.m./8:30 p.m. 5:33 a.m./7:30 p.m. District of Columbia 5:42 a.m./8:38 p.m. 4:42 a.m./7:38 p.m.
All times local
Experts say that getting enough sunlight exposure in the morning is important for our melatonin system. The extra morning daylight could also give you more time to work out or run errands during the cooler morning hours of a summer day (this was a major deciding factor for Arizona when it opted to “lock the clocks”). Plus, it may be easier for you (and your children) to sleep through the morning sunshine than to fall asleep while it’s still light out.
Will the Sunshine for Our Kids Act pass?
It’s difficult to say.
Congress is already considering multiple daylight saving time-related pieces of legislation. That includes the Senate version of the Sunshine Protection Act, two bills in the House that would give states the option to observe year-round daylight saving time, and a bill to make half-daylight saving time permanent.
President Trump earlier this year expressed support for permanent daylight saving time, saying the Sunshine Protection Act could “be a very nice WIN for the Republican Party.”
“This is an easy one!” he added.
Unless any daylight saving time bills make it through Congress this year, you can expect to set your clocks back on November 1.
