Well, if the LaRaza funding is in there, it's too late. They are voting on now on whether to vote on the bill, or not.

HR 1999 - HOPE FUND ACT OF 2007 (La Raza Funding)

According to govtrack, the bill has not moved from the Introduced stage, with was in April 2007. So I don't think that's what they're voting on today.

Isn't Bush still threatening to veto the whole bill?
