This bill makes US IT professionals at the disadvantage. With no quota per country, people from India and China shall be encourage to apply Green Card that will set aside citizens in the highly skilled workforce of this country.

Maybe you should explain here what you mean by "comprehensive" before I jump onboard. Kinda have a bad taste from the comprehensives I've heard over the last few years.
