    Illegal immigrants should be allowed to stay in Britain under amnesty, says influential think tank

    Hundeds of thousands of illegal immigrants should be allowed to stay in Britain under an amnesty, an influential pro-Labour think tank has claimed.

    The Institute of Public Policy Research, which has close links with the Labour Party, backed recent calls from Commons Leader Harriet Harman and Health Secretary Alan Johnson who appeared to support the idea during Labour's deputy leadership campaign.

    The think tank claimed an amnesty would bring in up to a billion pounds in extra taxes each year by 'regularising' large parts of the black economy, and said it was not 'desirable or feasible' to spend up to 30 years trying to deport the vast numbers of foreign citizens living in Britain illegally.

    The proposal was immediately attacked by opposition critics who said that far from wiping the slate clean any amnesty would simply create a huge pull factor for more illegal immigrants, increasing the scale of the problem.

    And while calls for an amnesty have caused cabinet divisions, the Home Office insisted last night there were no plans for such a move.

    When Britain last offered a limited amnesty in 2002, the then Home Secretary David Blunkett predicted that up to 50,000 people would take advantage, but in fact at least twice that number were allowed to stay in Britain as a result.

    The Government admits it has no idea how many illegal immigrants are in the UK, but estimates range from between 450,000 to more than 900,000.
    The IPPR is urging the new Home Secretary Jacqui Smith to order an amnesty as a radical departure from previous policy.

    It claimed that tracking down and deporting huge numbers of people would cost £4.7billion, and take more than 30 years.

    The think tank's head of migration and equalities Danny Sriskandarajah, said: 'The simple truth is that we are not going to deport hundreds of thousands of people from the UK.

    'Our economy would shrink and we would notice it straightaway in uncleaned offices, dirty streets and unstaffed pubs and clubs.

    'So we have a choice: make people live in the shadows, exploited and fearful for the future; or bring them into the mainstream, to pay taxes and live an honest life.'

    Shadow home secretary David Davis said: 'Even talking about such an amnesty does harm, let alone actually granting one.

    'It is worrying that senior members of this Government, including Harriet Harman, have backed such a move. 'The state of our porous borders means that granting an amnesty for around 500,000 would quickly lead to thousands more taking their place.

    'The only long term solution is to have an efficient asylum system so that we don't develop the huge back log from which this Government now suffers.'

    Immigration Minister Liam Byrne has repeatedly rejected calls for an amnesty, most recently in the Commons last Monday.

    Mr Byrne said: 'Our policy on amnesties is very clear. I believe those here illegally should go home — not go to the front of the queue for jobs and benefits.'

    Recent figures from the Home Office have highlighted the scale of the task in removing illegal immigrants, showing that at the current rate of progress it would take more than a century to clear the backlog - meaning that most illegal immigrants are likely to live out their lives in the UK without interference from the authorities.

    A campaign by trade unionists and church leaders is calling for those who have lived in Britain illegally for four years or more to be allowed to work here legitimately for two years - and then to stay permanently and apply for a British passport.

    However the experience of foreign countries raises serious questions over whether amnesties work. Both Spain and Italy have granted repeated amnesties over the past 20 years, but the problem of illegal immigration has grown.

    In Italy a 1988 amnesty allowed 119,000 foreigners to settle. But when the exercise was repeated in 2002 the figure soared to 700,000. It Spain figures rose from 44,000 in 1985 to 700,000 two years ago.

    Oh heavens! Unstaffed pubs and clubs! And apparently no Brits to fill those positions! Yes, the society will crumble as no one will want to go down a dirty street to an uncleaned office.
    Yeah, our estimates of illegals for years range from 11-12 million, while thousands cross the borders daily, so we probably have about 30-40 million illegals here. The Brits will be surprised on what the actual number is if the give amnesty.

    EVERY AMNESTY

    EVERY AMNESTY LEADS TO ANOTHER ONE A FEW YEARS LATER. THE ONLY WAY TO BREAK THAT CYCLE IS TO SAY "NO MORE!"
