Because of existing chain migration laws, amnestied illegal aliens have the right to petition to bring in their mother, father, brothers, sisters, and children. President Bush's and the Senate's recent enforcement promises, which are weak, long overdue and short on sincerity, are virtually meaningless because amnesty and immigration enforcement have opposing effects.
