    Last week, the Department of Justice released a statement commemorating August as the 10th anniversary of former President Bill Clinton’s signing of Executive Order 13166, or Improving Access to Services for Persons with Limited English Proficiency. EO 13166 says that any entity which receives federal funds must provide whatever services it offers in any foreign language spoken by anyone likely to receive those services.

    Rep. Peter King (R-NY) has introduced a bill (H.R. 122 that will effectively revoke this executive order. H.R. 1228 provides that EO 13166 will have “no force or effect, and it will prohibit use of the funds for its purposes.â€

    again this is the ethnic politics and the attempts by some democrats to balkanize the country. (divide to conquer)

    Below is the reply I received from my excellent Congressman, Dr. Michael Burgess, who represents the 26th District of Texas. A thoughtful and independent conservative, he also has been a strong and consistent opponent of illegal immigration.


    Dear xxxx,

    Thank you for contacting me regarding H.R. 1228. I appreciate hearing your opinions about this important legislation.

    As you may know, H.R. 1228 was introduced by Congressman Peter King (R-New York) on February 26, 2009. If passed, this legislation would declare null and void Executive Order 13166, which requires federal agencies to examine the services they provide, identify any need for services to those with limited English proficiency, and develop and implement a system to provide those services. This legislation would also prohibit the use of funds for the circulation or enforcement of an executive order that creates an entitlement to services provided in a language other than English.

    Since our independence, a common language has been a strong tie between citizens of the United States. However, the influx of immigrants from non-English speaking countries in recent decades has led our society to become a much more diverse patchwork of languages. Communication among U.S. citizens and immigrants in this country is becoming increasingly difficult as learning the English language is taking a back seat to accommodating non-English speakers through various means. By accommodating the cultures and languages of new immigrants, some policy makers have undercut founding elements of our U.S. culture and language. I am a strong supporter of making English the official language of the United States and I will continue to support similar legislation in the future.

    H.R. 1228 has currently been referred to Subcommittee on Government Management, Organization, and Procurement. While I am not a member of this subcommittee, rest assured that I will keep your comments in mind when this legislation is presented on the House floor for a full vote.
