5 nabbed at massage parlor in 'Operation Red Light' sting

PEMBROKE PARK - Authorities arrested four people and detained a fifth during stings at two massage parlors, a Department of Health spokeswoman said Wednesday.

Suspected fake masseuses Viviana E. Arias, Jessica Castañedas and business owners Ivan Guillem and John M. Raimonda were arrested in connection with either the unlicensed practice of massage therapy, unlicensed operation, or prostitution at the businesses in the 3100 block of Hallandale Beach Boulevard, health department spokeswoman Eulinda Jackson said Wednesday in a news release. Authorities also took Marie C. Reina into custody on an immigration-related charge.

Detectives launched the "Operation Red Light" investigation of Refreshing Spa after tipsters called the Broward Crime Stoppers hotline to complain about the parlor, Jackson said. Broward Sheriff's Office and the health department's Unlicensed Activity Unit looked into the allegations and set up a sting.

Tuesday, undercover detectives went to Refreshing Spa, Jackson said. Arias gave one detective a massage and offered prostitution-related services, Jackson said.

She was promptly arrested on charges of unlicensed practice of massage therapy and solicitation of prostitution. Guillem and Raimonda, who said they own the business, were issued citations for operating an unlicensed massage establishment and told to appear in court.

Nearby at Garden Paradise, Castañedas also gave an undercover detective a massage, though she does not have a license to practice massage therapy, Jackson said. She too was issued a citation. Reina, who was inside the business at the time, was taken into custody when detectives discovered a warrant for her arrest on immigration violations.

The unlicensed practice of massage therapy is a first-degree misdemeanor punishable by up to one year in jail.
