1st U.S. HOUSE FLOOR ROLL CALL VOTES ON IMMIGRATION OF YEAR ARE EXPECTED THIS AFTERNOON

Hello Everybody!

This will be the day when we finally start getting the Members of this new Congress on record on some immigration issues.

I am sending this email to you so you are prepared to act quickly later today when your actions can really count.

It is imperative that you keep a close watch on your in-box for urgent requests for you to make phone calls.

You in the NumbersUSA Grassroots Mobilization System will be virtually the only people plugged in to reach your Representative and make a difference on these votes. SO, PLEASE DON'T IGNORE OR POSTPONE OUR PHONE REQUESTS.

The House of Representatives will begin debate in a few minutes on the 2012 Homeland Security spending bill. Votes on amendments could start as early as 3 p.m. EDT. and run through Thursday.

HERE'S OUR PLAN -- CAN YOU HELP?

Because of an open-rule process, nobody has a list of amendments that will be offered or the order. So, we are not asking you to make phone calls yet. However, if you want to make a general call, just use 202-224-3121 and ask for your Representative to encourage good voting on amendments that tighten enforcement against illegal immigration.;

1. You will get an email Alert from us as soon as the first immigration amendment has been brought up on the House floor and set for a later vote.

The most likely scenario is that any immigration amendment(s) will be rolled into a series of votes that won't happen until maybe 6 p.m. today. That will give you time to phone.

2. You will call your Representative immediately to let the staff know that constituents know about the important immigration amendments.

IF YOUR REPRESENTATIVE USUALLY VOTES AGAINST US, it is even more important that you call. I know that many of you feel frustrated with your F-grade and D-grade Represenatives, but you still have an effect by calling them. Even if they still vote against you, they may tell Party leaders that they are taking heat and that can change the way Party leaders deal with the issue.

3. After 7 p.m. today, you will be unlikely to get through on the phone. But you can continue to follow the action on our website home page:

4. Check your in-box first thing tomorrow morning. We will try to have a re-cap of the evening action on the House floor and instructions for phone calls you can start making to help with votes coming up later that morning.

We'll continue this process until the voting is finished.

SOME AMENDMENTS WE HOPE COME TO A VOTE

Below are short descriptions of some of the amendments we are trying to get to the floor for a vote.

Unlike Republican and Democratic Speakers of the House in the past who ran the chamber like a dictatorship, allowing a tiny number of safe amendments, Speaker John Boehner (R-Ohio) is allowing anybody to offer amendments to this Appropriations Bill.

We have worked with Members of the House on at least 13 amendments that would lead to reductions in the illegal population of the U.S.

You will see some blanks because we don't yet know what money figure will be placed in these amendments.

Offset funding to the Office of the Secretary for Executive Management for Homeland Security by $_______million in order to increase ICE salaries and expenses for the Immigration for the Law Enforcement Support Center by $______million (national call center that provides assistance to state and local law enforcement). a. Would decrease funding for the Office of the Secretary of Management for Homeland Security by $_____ million and increase ICE salaries and expenses by $______ million for the Law Enforcement Support Center which is a national call center that provides assistance to state and local law enforcement.

Offset funding by $__1___million to the Office of the Secretary of Management to increase by $__1___ million the minimum U.S. Customs and Enforcement shall use to facilitate new agreements consistent with Section 287(g) of the Immigration and Nationality Act.

Offset by $_____ million from (program line item) to increase by $______ million the amount of funding for Immigration and Customs Enforcement to implement current 287(g) agreements.
Reduce and then increase funding for United States Customs and Border Protection salaries and expenses by $1 million. This funding would then be specified as going towards removing the lookout posts that have been established along the U.S.-Mexico border.

Prohibit funding in the bill from being made available to states or local governments that are in violation of section 642(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 U.S.C. 1373), the statutory prohibition on preventing their law enforcement officers from communicating with DHS regarding the immigration status of individuals.

Prohibit funds in the bill from being used to delay compliance with the REAL ID Act beyond the May 11, 2011 deadline.

Offset by $_____ million from (program line item) to increase by $______ million the amount of funding for Immigration and Customs Enforcement to hire ____ new Shadow Wolves.

Prohibit funds for border security fencing, infrastructure, and technology to be used for anything but at least two layers of reinforced fencing and roads, pursuant to the Secure Fence Act of 2006.

Prohibit funds from being used in contravention of section 236(c) of the Immigration and Nationality Act, which mandates the detention of certain criminal aliens prior to their removal.

None of the funds appropriated or otherwise designated for reception and representation expenses may be made available to the office of the Director of United States Immigration and Customs Enforcement until ICE personnel identify and remove criminal aliens from every federal, state, and local incarceration facility (once the alien has served his/her sentence).

Prohibit the use of funds to provide assistance to any state or local government entity or official that prohibits or restricts the sharing of an individuals citizenship or immigration status with the Bureau of Immigration and Customs Enforcement. a. SEC. XXX. None of the funds made available in this Act may be used in contravention of section 642(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 U.S.C. 1373(a)).

Add 10 million (offset by taking 10 million from the Office of the Under Secretary for Management of DHS) to go to border cell phone communications infrastructure.

To ensure implementation of the federal contractors rule, require entities contracting with the federal government to use the E-Verify program as a condition for receiving government funds. a. SEC. XXX. None of the funds made available in this Act may be used to enter into a contract with an entity that is eligible to participate, but has not elected to participate, in the basic pilot program described in section 403(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 U.S.C. 1324a note; commonly known as the E-Verify program).
