    Reps. Jason Chaffetz and Frank Kratovil Introduce Pro-Enforcement, Anti-Amnesty Resolution

    Rep. Jason Chaffetz (R-Utah) has introduced a bi-partisan House Resolution along with Rep. Frank Kratovil (D-Md.) and 20 other House Members that would express the House's intent to 1) mandate the nationwide use of E-Verify, 2) secure the borders, and 3) prevent any amnesty as part of an immigration reform bill.

    The list of cosponsors for the Bipartisan Reform of Immigration through Defining Good Enforcement Resolution (H.Res.1026) includes:

    H.Res.1026 reads as follows:

    Expressing the sense of the House of Representatives that the continued peace, prosperity, liberty, and national security of the United States and its people depend upon the rule of law and credible and effective immigration enforcement policies which both welcome lawful immigrants and non-immigrants and also prevent the unlawful entry or unlawful continuing presence of foreign persons.

    IN THE HOUSE OF REPRESENTATIVES
    Mr. CHAFFETZ submitted the following resolution; which was referred to the Committee

    RESOLUTION
    Expressing the sense of the House of Representatives that the continued peace, prosperity, liberty, and national security of the United States and its people depend upon the rule of law and credible and effective immigration enforcement policies which both welcome lawful immigrants and non-immigrants and also prevent the unlawful entry or unlawful continuing presence of foreign persons. Whereas the United States, as a nation of immigrants, recognizes and celebrates the economic and cultural contributions of generations of lawful immigrants;
    Whereas the United States must remain a place where lawful immigrants can come to enjoy the promises of religious, political, and economic freedom; and
    Whereas the continued peace, prosperity, liberty, and national security of the United States and its people depend upon the rule of law and credible and effective immigration enforcement policies which both welcome lawful immigrants and non-immigrants and also prevent the unlawful entry or unlawful continuing presence of foreign persons: Now, therefore, be it Resolved, That it is the sense of the House of Representatives that—
    (1) the use of a basic pilot program described in section 403(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 U.S.C. 1324a note; commonly known as the E-verify program) by employers of workers within the United States should be mandatory, and that enforcement policies should hold both employers and employees responsible whenever an individual’s employment violates United States immigration law;
    (2) installing and sustaining the necessary border infrastructure and manpower to effectively secure and control United States borders to prevent the unauthorized passage of persons or contraband is a critical responsibility of the Federal Government; and
    (3) any immigration reform proposal adopted by Congress should not legalize, grant amnesty for, or confer any other legal status condoning the other- wise unlawful entry or presence in the United States of any individual.

    Chaffetz's immigration plan would exclude path to citizenship

    Politicians passionate about immigration reform are attempting to define the debate in anticipation that Congress may take up the highly volatile issue this year.

    Rep. Jason Chaffetz, R-Utah, leads a group of freshman Republicans and moderate Democrats who support a resolution that says any reform proposal must not include a way for undocumented immigrants to gain legal status. The resolution supported by 12 Republicans and 10 Democrats also calls for bolstered border protection and a new requirement for all employers to verify the immigration status of their workers using the federal E-Verify program.

    "Any discussion of comprehensive immigration reform must begin with a renewed commitment to enforce our immigration laws," said Chaffetz, who ran for Congress on a strong anti-illegal immigration campaign. "We need to remove the incentives that encourage illegal behavior if we expect to get immigration under control."

    Chaffetz calls the resolution a bipartisan way to reform the immigration system, but it is doubtful that members of the Congressional Hispanic Caucus would feel the same way.

    One month ago, the caucus members stood behind Rep. Luis Gutierrez, D-Ill., as he introduced his own reform proposal. That legislation includes a clear path to citizenship, as long as applicants pay a $500 fine, undergo a criminal background check and learn English.

    At the time, Gutierrez said the time for reform is now.

    "Every American will benefit from this bill, from the heightened national security, from the commitment to family unity, from the common-sense approach to jobs and our economy," he said.


    President Barack Obama promised to take up immigration reform in early 2010. But it is not clear whether leading Democrats in Congress have the stomach to take on such a hot-topic in an election year when they already expect to lose some seats to Republicans. Congress also anticipates acting on health reform, an energy bill, new financial regulations and a jobs bill this year.

    The last major attempt at immigration reform came in 2007, when then President George W. Bush backed a bill that did offer undocumented people a way to obtain legal status. Bush's own party revolted and Latino groups took to the street to lead mass protests. Ultimately, the legislation died.

    Congressmen Voice Opposition to Amnesty for Illegal Immigrants

    WASHINGTON -- A group of 22 congressmen called on Congress on Thursday to reject amnesty for illegal immigrants and enforce employment restrictions on non-citizens.

    The Bipartisan Reform of Immigration through Defining Good Enforcement Resolution, HR 1026, or BRIDGE resolution, outlines the key principles of immigration reform, the lawmakers said.

    Reps. Frank Kratovil, D-Md, Jason Chaffetz, R-Utah., Duncan Hunter, R-Calif., and Glenn Nye, D-Va., and 10 other Republican and eight other Democratic were co-sponsors in introducing the legislation.

    "Marylanders, including immigrants who have come here legally to live and work in our state, are tired of the drain that illegal immigration has put on our economy," Kratovil said through his communications director. "This resolution reflects my belief that we should honor the contributions of those who have come here legally and continue to play by the rules while punishing those that knowingly break our laws."

    The resolution calls for all employers to adopt E-Verify, a federally operated, Internet-based program that confirms the status of workers.

    Ajmel Quereshi, director of the American Civil Liberties Union of Maryland Immigrants Rights Project, said the ACLU has been opposed to the E-Verify system for years.

    "There is a high rate of errors," Quereshi said. "Vast numbers relate to U.S. citizens, documented immigrants and people here lawfully allowed to work."

    The Social Security Administration reviewed E-Verify, finding: "approximately 17.8 million of its files contain erroneous data, 12.7 million of which concern U.S. citizens," said Quereshi, who also brought these results before a Senate committee reviewing the program in March 2009.

    The resolution also asked Congress to provide resources for adequate security and control along the U.S. borders and to reject amnesty or legal status of those breaking the law.

    "Immigrants are welcome to our country, but through the front door not the back," said Chuck Floyd, one of the founders of Help Save Maryland, a grassroots organization opposed to illegal immigration. "I support our existing laws and the American workers."

    The freshmen lawmakers are proving they are listening to what the voters are telling them, smaller government, fewer taxes, shoring up the borders and looking at immigration issues sensibly. Off the table is amnesty for those who are in this country illegally.
