As part of the Secure Communities strategy, ICE is leveraging a federal biometric information sharing capability to quickly and accurately identify aliens in law enforcement custody. Since this capability was first activated in Oct. 2008, biometric information sharing has helped ICE identify and remove more than 279,000 convicted criminal aliens from the United States.

1. Executive Summary
There were 47,692 alien IDENT matches in May 2013 compared to 45,545 alien IDENT matches in April 2013. In May 2013, SC observed 18,014 LESC Level 1 matches compared to 16,572 LESC Level 1 matches in April 2013.
6,141 aliens identified through use of IDENT/IAFIS interoperability were removed from the country in May 2013. Of these, 2,284 removals were Level 1 convicted criminal aliens.

IDENT/IAFIS Interoperability
Secure Communities’ use of IDENT/IAFIS interoperability produced over 47,692 alien IDENT matches in May of FY 2013 compared to over 40,523 alien IDENT matches in May of FY 2012. Since Secure Communities’ use of IDENT/IAFIS Interoperability was first activated in Harris County, TX, on October 27, 2008, ICE has removed over 279,482 aliens and over 81,989 Level 1 convicted criminal
aliens after identification through use of IDENT/IAFIS interoperability.

This is a request under the Freedom of Information Act. I hereby request the following records:
ICE’s S-Comm statistics for June, July, August and September 2013, according to the existing data release format ICE has made.
The concrete data requirement on S-Comm statistics is as follows:
(1) Secure Communities Statistics (IDENT/IAFIS Interoperability Statistics) through June 2013 data: Metrics, Monthly Outcomes Metrics, Outcome Metrics by State, and Outcome Metrics by County
(2) Secure Communities Statistics (IDENT/IAFIS Interoperability Statistics) through July 2013 data: Metrics, Monthly Outcomes Metrics, Outcome Metrics by State, and Outcome Metrics by County
(3) Secure Communities Statistics (IDENT/IAFIS Interoperability Statistics) through August 2013 data: Metrics, Monthly Outcomes Metrics, Outcome Metrics by State, and Outcome Metrics by County
(4) Secure Communities Statistics (IDENT/IAFIS Interoperability Statistics) through September 2013 data: Metrics, Monthly Outcomes Metrics, Outcome Metrics by State, and Outcome Metrics by County.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest.
I am a doctoral candidate and researcher in the School of Public Administration at Arizona State University, majoring in immigration politics and policy in the American context.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of research and not for commercial usage.
