Imposter U.S. Marshal Attempts to Deport Woman

Imposter U.S. Marshal Attempts to Deport Woman

A man is arrested for impersonating a federal officer after taking matters into his own hands

A 37-year-old man allegedly took a woman from her Hemet home and handcuffed her, then intended to put her on a plane to the Philippines -- all while posing as a federal officer, Hemet police said Monday.

Gregory Raymond Denny allegedly took the woman into "custody" on Jan. 15, when he went to a home in the 1200 block of Stepstone Court and handcuffed her, telling the other residents in the home he was deporting her, according to Hemet police Lt. Duane Wisehart.

Denny wore clothing with what appeared to be a federal logo on it, a badge around his neck and a gun belt and holstered pistol, Wisehart said.

Denny took the woman in his vehicle to the U.S. Border Patrol station in Murrieta but officers there said there was no warrant out for the woman and they refused to take his "prisoner," said Wisehart, so Denny drove to San Diego International Airport, Wisehart said.

At the airport, the suspect escorted the victim to a gate, took the handcuffs off and sent her on her way to board the plane, which she did, Wisehart said.

"Near as we can tell, a family member purchased the ticket at the request of the suspect," Wisehart told City News Service.

After the home's other residents reported the incident, police asked Denny to come in, which he did, and they questioned him.

Denny claimed to be a federal officer and told police the same story the woman's roommates had told them but an inquiry into his would-be status with the U.S. Marshals Service determined he has never been employed with the agency, or any other law enforcement organization.

Denny was booked into the Southwest Justice Center on suspicion of impersonating an officer, kidnapping, false imprisonment and residential burglary.

Denny was released on bond for $50,000, and is scheduled to appear in court Feb. 16, according to sheriff's jail records.

The case has been turned over to the District Attorney's Office and notifications made to various other law enforcement agencies which might want to launch their own investigation.

No charges have been filed by the District Attorney's Office, court records indicate, and there are no prior cases pending in Riverside County for Denny.

It was unclear how Denny could travel through an airport with a woman in handcuffs and his credentials not verified.

He got rid of an illegal alien, they should have given him an O.R. release. (Or a medal, or something.)

It's not real smart to pretend to be a federal agent and walk into another federal agency's office and talk to them, but it takes a lot of guts.

Police: Calif man posed as marshal to deport woman

    By The Associated Press
    Tuesday, February 2, 2010 at 9:26 p.m.

HEMET, Calif.— A Southern California man posed as a U.S. marshal to kidnap a distant cousin's wife and falsely deport her to the Philippines, police said Tuesday.

Police arrested Greg Raymond Denny Jr. of Riverside County last month on suspicion of impersonating an officer and kidnapping Cherriebelle Hibbard.

Police said Denny, 37, barged into Hibbard's Hemet home on Jan. 15 wearing a fake badge and a shirt that said "U.S. Marshal." Denny handcuffed the woman at gunpoint and forced her husband to buy her a plane ticket. He then used a fake badge to get through San Diego airport security and put her on a plane to her home country, according to a police report.

Craig Hibbard said he called the U.S. Marshals Service three days later and officials there told him Denny wasn't an agent.

Police said they arrested Denny after he came to the station for questioning wearing a fake badge and a replica pistol. Denny claimed he was a federal marshal but later admitted he impersonated a marshal and confirmed the family's account, Lt. Mark Richards said. No motive was released.

Denny told The Press-Enterprise newspaper Monday that the kidnapping claims were false, but he provided no further details.

Cherriebelle, who is five months pregnant, wed Craig Hibbard three years ago. She canceled her immigration documents and said she wanted to go home after the two fought last year, Craig Hibbard said.

She later renewed her green card and was waiting for it to be processed when Denny abducted her, Craig Hibbard said. Immigration officials in San Bernardino told her she was allowed to stay in the United States in the meantime, he said.

Denny said Craig Hibbard's father told him Cherriebelle was in the country illegally and the couple was having problems at home, The Press-Enterprise reported. Denny and Craig Hibbard are distant cousins, but Hibbard said they met only twice before.

Hemet police said they forwarded the case to the San Diego FBI.

The Riverside County district attorney's office could file charges or refer the case to the U.S. attorney's office. The U.S. Marshal's Service is investigating and the Transportation Security Administration is reviewing the incident, officials said.

In a phone interview from Manila, Cherriebelle Hibbard told the newspaper she had never met Denny and didn't realize he was related to her husband. She said she was afraid of going to jail when he pounded on the door.

"I'm pregnant and don't want to take the kids away from my husband," she said.

Immigration and Customs Enforcement spokeswoman Lori Haley said federal marshals do not carry out deportation orders. Only ICE or FBI agents can make arrests for immigration violations. The defendant then gets a hearing before a deportation order is issued.

Denny is free on $50,000 bond.

TSA Investigates Lindbergh Field Security Breach

Gregory Raymond Denny Accused Of Posing As Federal Officer, Kidnapping Woman

    POSTED: 7:00 pm PST February 2, 2010
    UPDATED: 7:03 pm PST February 2, 2010

SAN DIEGO -- The U.S. Transportation Security Administration is investigating allegations that a man posing as a federal officer abducted a Riverside County resident last month, handcuffed her, took her through security at Lindbergh Field and put her on a plane to the Philippines, a spokeswoman said Tuesday.

"He apparently followed the law enforcement procedures," TSA spokeswoman Suzanne Trevino said. "... We're reviewing how he interacted with the TSA at the security checkpoints."

According to Hemet police, Gregory Raymond Denny, 37, confronted the woman at her home Jan. 15, wearing clothing with what appeared to be a federal logo on it, a badge around his neck and a gun belt holding a holstered pistol.

Claiming that he was deporting the woman, Denny allegedly drove her to a U.S. Border Patrol station in Murrieta. When officers there refused to take custody of her because they could find no warrant in her name, the suspect instead took her to San Diego International Airport, Hemet police Lt. Duane Wisehart said.

There, he allegedly escorted her through security to an airline gate, took the handcuffs off and ordered her to board an overseas flight, which she did, Wisehart said.

"Near as we can tell, a family member purchased the ticket at the request of the suspect," Wisehart said.

After the woman's roommates reported the incident, police asked Denny to come in for questioning, and he complied.

During the interrogation, Denny claimed to be an officer with the U.S. Marshals Service. Detectives determined, however, that he had never been employed with that agency nor any other law enforcement organization.

He was eventually booked into Southwest Justice Center on suspicion of impersonating an officer, kidnapping, false imprisonment and residential burglary. He has since been released on $50,000 bond and is scheduled to appear in court in two weeks, according to jail records.

Trevino said Denny apparently showed airport security personnel a badge of some kind and was not flagged as an imposter.

There were no "incidents" during the suspect's visit to the airport that day, according to the spokeswoman.

Mr. Denny may be mentally ill or may be protected under using citizen's arrest. However, he sure is effective at deportation and it didn't cost the US taxpayers a dime. I say sign him up.

    law enforcement reform needed

Law enforcement is clearly broken. There are thousands of honest, hard-working, family men who want to work as Federal Marshalls and deport illegal aliens--a job which Americans clearly don't want to do The only problem is the government refuses to issue them documents. Congress must pass an amnesty bill immediately and legalize all of these undocumented law enforcement officials.

Man charged with posing as a federal marshal to deport relative
Gregory Denny is accused of impersonating an officer to kidnap a cousin's wife and put her on a flight to the Philippines.

    By Alexandra Zavis

A Southern California man has been arrested on suspicion of posing as a federal marshal to kidnap a distant cousin's wife and put her on a plane to the Philippines, police said Wednesday.

Wearing a fake badge and a shirt imprinted with "U.S. Federal Agent," Gregory Denny, 37, turned up at the Hemet home of Craig Hibbard, a distant cousin, on Jan. 15, said Lt. Duane Wisehart of the Hemet Police Department.

Displaying what turned out to be a pellet gun, Denny reportedly handcuffed Hibbard's wife, Cherrie Belle, and told the couple she was being deported, Wisehart said. Denny allegedly drove Belle, 28, to the U.S. Border Patrol station in Murrieta.

When he was told there was no warrant for her in the computer system, Denny apparently returned to the couple's house and instructed her husband to purchase a ticket for her online to her home country, Wisehart said.

Police were told Denny drove the woman to San Diego International Airport, where he flashed his fake badge to get through security. He allegedly escorted her to the departure gate, uncuffed her and watched her board a plane to San Francisco en route to Manila, where she remains.

When Hibbard reported the matter, police reached Denny by telephone and asked him to come into the station for questioning. Denny arrived wearing the "U.S. Federal Agent" shirt, identified himself to police as a U.S. marshal and verified the family's general account of what happened, Wisehart said.

"This person is not and never was employed by the U.S. Marshals Service, and as far as we can ascertain, has never been employed by any law enforcement agency in any capacity," the Hemet Police Department said in a statement.

Police arrested Denny last month on suspicion of kidnapping, false imprisonment, impersonating a peace officer, burglary and false arrest, Wisehart said. He was released the next day on $50,000 bail and is expected in court Feb. 16.

The Riverside County district attorney's office is considering whether to file charges, spokesman John Hall said. Hemet police also notified the FBI, U.S. Marshals Service, U.S. Border Patrol and the Transportation Security Administration.

Denny told the Press-Enterprise that the kidnapping claims are false but did not elaborate.

"There is no clear motive except that he felt he was doing a 'favor' for the family, and that they, the family, wanted her deported," Wisehart said.

Three days after Hibbard's wife was put on the plane, Hibbard said, he called the U.S. Marshals Service and was told that Denny was not an agent. He called Hemet police.

"I didn't question it," Hibbard was quoted as saying. "He had the shirt on and a badge and everything. He looked real and had an ID that said, 'U.S. marshal.' "

Hibbard told the Press-Enterprise that his wife is five months pregnant and that they have been married for three years. He said she canceled her green card last year in a dispute with him, saying she wanted to go home to the Philippines.

The couple later reconciled and she tried to renew her immigration documents, the paper reported. Hibbard said they were told by immigration officials in San Bernardino that she was allowed to remain in the United States while her application was being processed.
