    Utah needs a guest worker program so that illegal immigrants can identify themselves without fear, and the violent criminals among them can be caught and prosecuted.
    So Mr. Garfield is suggesting that Utah should allow illegal aliens to become legal workers in Utah? Sorry, it doesn't work that way. How many times have we been told that the federal government is the only entity that can make immigration policy.

    How many unemployed citizens residing in Utah? And why would any person think a "guess worker program" would cease the problem the U.S. currently has with illegal invasions, which all are criminals lurking to destroy this Country is the only purpose for the arrivals?
