Aiding & abetting gangs

WASHINGTON
Homeland Security Secretary Michael Chertoff has announced that children 15 years old or younger, with parental consent entering the United States by land or sea, no longer will need passports -- only certified birth certificates.

And, if they are fit and athletic and traveling with a sports team, they are passport-free until they turn 18.

Obviously, Chertoff never has seen the statistics from his own department tabulating membership of gangs throughout the United States. For example, there are Latino gangs all over the country recruited from the child soldiers of El Salvador, Honduras, Nicaragua and Mexico.
The same statistics also highlighted the fact that President Bush's Cabinet appeared blissfully unaware that the major problem facing schools in New York and Washington were gangs with recruitment starting at ages 7 and 8.

Chertoff and his friends in high office, because of often mythical security requirements, are scared to go anywhere without their own posse of armed men and women. Maybe there can be a new rule: Once a month every Cabinet member should take a "bravery" pill and walk the streets of the capital for an hour or two without an escort. Being informed is helpful to, as well as a duty for, a Cabinet member.

Even as the man responsible for our safety and protection was speaking to his audience in the Detroit Economic Club, a press conference at New Scotland Yard was providing information about 8- and 9-year-old kiddies in London gangs with guns.

London and indeed England are not what many of us remember. Since the Socialists adopted their version of "open borders," England has become a haven for out-of-work East Europeans joining the African, Indian and Pakistani immigrants who escaped from earlier civil wars.

Perhaps Chertoff is unaware that for $5 blank birth certificates from a half-a-dozen countries can be bought in barbershops in south and northeast Washington. Fill it in, take it to your friendly (or intimidated) notary public for an official stamp and you can travel legally if the right age.

No fingerprints, no security check and no record check. How long will it be before the same document is passed on to the next young wannabe Yankee?

Given any street smarts, many of us know that small children imitate their older siblings. These older ones have been in combat with U.S.-trained military all over Central America, until they come here with their parents as "economic refugees." Unwelcome in their new neighborhoods, they fight back and, because numbers count, form a gang.

Because this is America, older gangsters know that a child of 8 or 9 is less likely to be searched for drugs or a gun than a 16-year-old or an adult. Anywhere in the world, when a child gets a lethal weapon he or she believes it endows unbeatable power.

A 9-year-old suddenly has acquired the strength of a 30-year-old. Granted, he or she lacks the brain, brawn and experience but unless he or she has had a good, secure upbringing, he or she will be totally amoral.

In Washington, some 9-year-olds have to pay a quarter a day to a gang leader for "protection" just to eat lunch. Older children have to pay more to bring their homework unscathed to school. And a Caligula would be shamed by the sexual harassment of young females.

If they go to their teacher, they are beaten up and ostracized or otherwise intimidated through fear by the gangs. Their mums and dads may care but if they are new immigrants, they are probably holding down two or more jobs and don't have the time. So their advice is, "Juan, join a gang!"

Gangs will give them protection, food, comradeship, alcohol and drugs that are not available anywhere else. They are taught that the police, social workers and teachers are their enemy. A lighter skin color, a different language and strange food all are hallmarks of an occupying force.

Secretary Chertoff's action, going against common sense, will only make it easier for gangs to continue to proliferate. They will recruit in the hundreds and turn kids into gangsters. And what will come next?
