    There was a movie that came out a long time ago, I think it was called "Deadlock" and it had Rutger Hauer in it. There was a prison where there were no fences because each prisoner had a device around their neck that would explode if they crossed a line. I think repeat offenders like this guy need that sort of device to keep him away. It would be the ultimate deterrent.
