    Bilateral policies called for

    An advisory committee formed at the behest of President Vicente Fox and the Senate to study migratory policy presented its first report Monday.


    A multi-institutional advisory group formed by the Mexican government presented a report Monday, emphasizing "shared responsibility" and the need to develop bilateral immigration policies between Mexico and the United States that benefit both countries.
    In a document presented at a press conference in Mexico City, the group said that in order for a proposed guest worker program to be effective, Mexico must provide incentives for migrants to return to their place of origin. It recommends strengthening housing programs that offer lowinterest home loans for migrants to build houses in Mexico while working in the United States.

    Speaking at Monday's event, Sen. Silvia Hernández said the Mexican group considers indispensable a reform that includes legalization for undocumented immigrants already in the United States as well as temporary work visas.

    Advisory member Sen. Héctor Osuna added that comprehensive immigration policy must also include "those who leave the country, those who pass through, and those who arrive to Mexico from other parts of the world."

    The group further recommends expanding health care coverage within Mexico for migrants and their families and allowing migrants who have worked in the United States to collect their social security pensions in Mexico.

    The advisory group, formed at the behest of President Vicente Fox and the Senate, consists of representatives of the secretaries of Foreign Relations, Social Development, Labor, Population, and the Immigration Institute, as well as legislators, academics and citizen organizations.

    Foreign Relations Secretary Gerónimo Gutiérrez said that the group's purpose is to propose a migration policy that addresses the "dimensions that the migration phenomenon has reached and the implications it has for the development of Mexico."

    The group plans to present their document to officials in Washington to stimulate bilateral dialogue on immigration reform.

    U.S. President George Bush recently released a controversial immigration proposal that offers temporary work visas for up to six years, after which time immigrants would have to leave the country.

    U.S. Senators Edward Kennedy and John McCain have a reform proposal that also involves temporary work visas, but in contrast to the Bush proposal, offers a path to permanent legal residence.

    The U.S. Congress, largely distracted by security concerns, has yet to take up either proposal.

    And of coursee, no one is enforcing existing immigration law.

    Gee....if Mexico gives them low interest loans for homes in Mexico while they are working in the United States, they'll be dual home owners with the one in Mexico that Vicente is getting for them and the one they have here they bought with low interest loans that were SUPPOSED to buy homes for American Citizens.

    Gee...wish I were an illegal, don't you?

    BILATERAL POLICIES


    BILATERALS is also the name given to BILATERAL TRADE AGREEMENTS and other BILATERAL PACTS not involving trade ( IMMIGRATION, foreign policy, etc ... )

    The president of the USA Mr Bush is going to Argentina on November 4 or 5 and there will be BILATERAL TALKS with the Latins.

    Specially dangerous are BILATERAL DECISIONS with respect to the Andean Nations.

    Much harm can be done to both the USA and Latin America by irresponsible and poorly thought TRADE AGREEMENTS made in haste. There is a rush of BILATERAL DECISIONS and TRADE AGREEMENTS. Poorly thought !! ... No one is to gain but Big Corporations and the Super Rich.

    If there are more impoverished peasants in Latin America then there would be more EMIGRATION ANYWHERE.

    Emigration is a TRANSITIVE phenomenon, one social class pushes another one to EMIGRATION. One country recipient of IMMIGRATION in Latin America becomes also a donor of EMIGRATION by pressure of overpopulation, pressure of unemployment or scarcity of resources.

    Every IMMIGRANT was an EMIGRANT before.

    This BILATERALS and BILATERAL TALKS can end in disasters of FOREIGN POLICY. And IMMIGRATION would also be a victim.

    Foreign Policy could be discredited worlwide !! ( By haste, by a Rush and a Hurry ! ... by IMPROVISATION !! )

    Vicente--you are absolutely right. Bilateralism is just another word for Treason for the selling out of Americans and the citizens of the Andean Nations.

    It is good when we Americans and Latins work together for the common good of both parties.

    We have a lot to learn from the USA in Latin America :

    In Democracy, Politics, Industry, Science, Invention, in Cultural Affairs, in Technology, Trade, Marketing, Consulting, in High Business, even in Social Organization.


    But Beware of too much Suburbanization and Suburbanity. As you once pointed out to me.

    I don't want Latin America to become fully Suburban with everyone driving 2 or 3 hours in a car to go to work in the morning.

    I use a big modern comfortable and clean electric train that takes me at high speed in 20 or 30 minutes. No parking fees and no tickets from the police !! That's Good !! ... Besides I am slowly losing my wonderful eyesight of a teenager to become a middle aged person or even worse. Driving cars for me ??? ..... No Thanks !!

    But becoming serious again. Everything that threatens the Environment of the Andes, the Amazon River and its sources, is TABOO for me.

    If nature is destroyed then we all lose. The Horrible Destructive Hurricanes of year 2005 have harmed Americans, Mexicans, Central Americans, and other people of the Caribbean, including Cuba.


    So the Destruction of Nature doesn't ask for Skin Color, Language or Cultural Orientation.


    It is said that NATURE takes revenge !


    And a last question for you :

    Why so many hurricanes and destruction in year 2005 ???

    Isn't this totally abnormal ???

    Hi Vicente and I am so proud of you and your positions. Yes, we will fight together as people helping people the right ways standing up for our borders, our sovereignty, our natural agriculture, your rain forests, and land of natural bounty. We will also stand together to improve your economy by our experiences and system which is one of the best systems in the world when not tampered with. Free Trade Agreements that are NOT FREE tamper with our system and will destroy it while destroying your world as well. These Free Trade Agreements must be stopped.

    As to the Hurricanes....no one is really sure. Some think Global Warming. Some think natural fluctuations of nature. Some think it is the underwater conveyor system, a pump if you will, that cycles the GulfStream through the oceans. It has almost stopped. This is a natural pump that creates the movement of cold waters through the oceans.

    I've read so many different theories that I'm not sure which one makes the most sense. There is no doubt that there is a warming of the planet. This heats the oceans. Hurricanes remove the heat from the oceans and are a natural cooling device; and while they wreak havoc on coastal areas, they are essential to healthy oceans and all the life of the seas.

    It is a mystery of nature and one that we must respect and do everything possible not to aggravate with pollution. We should also take heed and stand back and by that I mean rebuild the natural coastal marshes and dunes that protect the inland. Developers and planners need to take this into account and move their developments farther away from the tides. New construction techniques need to be engineered and developed so that there is less damage in the future from these natural events.

    Scientists have been surprisingly quiet on the topic. Hopefully they are doing research and we will hear soon what their thoughts are.

    Nature's Revenge? Indeed one way to look at the situation. Removing the heat from the oceans is essential to preserve the right temperature for all the life that abounds there. And that is what a hurricane does.

    You are right !! .... I agree !!

    We should stop building on beaches and on the banks of Rivers like the Mississippi or the Amazon. Or any river for that matter.
