I feel that this and most other government agencies suffer from apathy. Private businesses have a goal of profit, the capitalist way. So employee's pay is part of the equation. Some private employers have incentives, bonuses for good, efficient work. Generally, they can't legally dock pay for bad performance. Of course this can have a negative consequence as well. For instance, prosecutor's pay for the number of convictions may lead to unfairly prosecution the innocent just to increase their pay. So safeguards must be built in to rewards programs.

Another example is Highway Patrol. Some jurisdictions offer bonuses for more tickets. You'll see CHP vehicles speeding and breaking laws rather that showing proper driving techniques. If the cop is speeding, everybody speeds. If the cop goes the speed limit, nobody goes faster than him. If the reward for officers was based on the overall compliance, it could be fair. But the incentive for many jurisdictions is getting revenue from citations.

So in this case it is rewarding good care and disposition of these children's cases. Of course the system must be designed to that goal as well.
