I don't know if this woman is in the US legally, but since her bail was set at $2 million makes me wonder. Maryland is one of nine states that does not require proof of citizenship to get a driver's license.

$2 million bail set in fatal hit-and-run

TOWSON, Md. (AP) -- A woman accused of ramming her pickup truck into a boy being pushed in a stroller and dragging him three-quarters of a mile, killing him, is being held on $2 million bail, the Baltimore County Police Department said yesterday.

Lazara Arellano De Hogue, 40, of Towson, has been charged with hit-and-run, and additional charges are pending, police said.

Mrs. De Hogue slammed her Dodge Ram into Elijah Cozart, 3, and his grandmother, Majorie Thomas, 55, as Mrs. Thomas pushed the boy in a stroller across a busy Towson street Friday afternoon, police said.

The stroller became trapped in the undercarriage of the truck, but Mrs. De Hogue did not stop until the boy fell to the pavement on a side street closer to her apartment, police said. She purportedly got out and removed the stroller, then drove home.

The boy was taken to a hospital, where he died. Mrs. Thomas was flown to the University of Maryland Shock Trauma Center in Baltimore, where she remained in fair condition yesterday afternoon, a spokeswoman said.

Witnesses helped police find the truck and identify Mrs. De Hogue. She was arrested and interviewed with the help of a Spanish-speaking interpreter. Police said they would not release details of the interview because the crash remains under investigation.

Mrs. De Hogue has a bail review scheduled for tomorrow.

Beth Reed, a manager at Movie Time Video, told the Baltimore Sun that she happened to look out the window of the store when the boy was struck.

"I couldn't believe it," she said. "I think it's horrible. If I were in that situation, I probably would have stopped. I wouldn't have left."
