Backers of an Arizona law that punishes employers for hiring undocumented workers say it’s successfully making businesses more vigilant about who they put on the payroll.
But some Tucson business operators say they are afraid that, as undocumented workers who were on the job before the law took effect on Jan. 1 move on, the labor pool will dry up. Some employers say it has already started.
Next week the 9th U.S. Circuit Court of Appeals will hear arguments by business groups and Hispanic activists seeking to strike down the law, contending only the federal government can regulate whether employers hire people not in this country legally.
More to the point, they contend only the federal government can mete out punishment. A District Court judge previously upheld the law.
