A special hearing is planned before the full Senate to discuss a lawmaker's proposal to grant in-state tuition to the children of illegal immigrants.

Senate President Bob Johnson and Sen. Joyce Elliott, D-Little Rock, announced that the Senate will hold a "committee of the whole" hearing on Wednesday to answer questions on Elliott's proposal. Elliott said she plans to bring her measure before the Senate Education Committee next week.

Elliott's proposal would grant in-state tuition to any Arkansas student who attended high school in the state for at least three years and has a high school diploma. A similar measure backed by Elliott in 2005 passed the House but failed in the Senate.
