    Rep. Bill Sample, R-Hot Springs, on Tuesday filed a sweeping immigration bill that would require state agencies to determe the U.S. citizenship of Arkansas residents before residents could receive public benefits.

    HB1093 was filed Tuesday morning. It has not yet been referred to committee.

    "The State of Arkansas finds that illegal immigration is a factor that can lead to economic hardship and, because it is contrary to state and federal law, public agencies within this state should not encourage illegal immigration by providing public benefits without verifying immigration status," the bill reads.

    The bill appears to be patterned, at least in part, on Oklahoma's HB1804, which passed there in 2007. It established a Bureau of Immigration in Oklahoma and has been the target of at least one lawsuit since enacted.

    Among other things, the bill would:

    * Make it a Class D felony to habor an illegal alien in Arkansas.
    * Prohibit non-U.S. citizens in Arkansas from receiving scholarships, grants, in-state tuition benefits and other finanical aid for post-secondary education.
    * Establish within the Arkansas State Police a "Fraudulent Documents Identification Unit" to investigate people and individuals who sell or distribute fraudulent identification documents.
    * Makes it legal to check a resident's citizenship status when that person is jailed.
    * Restricts public employers from entering a contract with a contractor without that contractor first verifies the status of its employees.
    * Makes it discriminatory for a contractor or subcontractor to discharge a U.S. citizen working in Arkansas while keeping an unauthorized alien.
