    PHOENIX -- The Maricopa County Sheriff's Office says 2,000 illegal immigrants are on criminal probation in the county and it wants them off the streets and in custody.

    Deputy Chief Brian Sands said the Sheriff's Office is working with federal immigration authorities to organize a massive operation to do just that.

    Sands said federal Immigration and Customs Enforcement has been trying to address the issue for years but that the federal agency lacks the manpower.

    In Sands' words, "We'd like to get these people out of our community."


    The state is giving Maricopa an additional $634,000 to hire five deputies and purchase two vans for immigration-related enforcement.

    Joe has about 5000 Posse members that are all unpaid citizens trained and ready to assist the sworn duputies. This could be the biggest roundup

    The Sheriff's Posse
    One of the most visible parts of the Sheriff's Office, the Posse volunteers bring their own personal talents to the service of all of us here in Maricopa County. They provide valuable support to the various divisions of the Office and have become an integral part of the day-to-day operations of the Sheriff's Office.

    Citizens who choose to become volunteer posse members come from all walks of life. All posse applicants undergo a background check and a drug test. Applicants then receive training such as law and legal and first aid. Posse members may also take additional optional training for specialized assignments if they choose.

    The Posse Administration Section is responsible for the administrative management of the posses. For further information on how to join the Sheriff's team, please attend our monthly posse orientation located at our Sheriff's Training Division, 2627 S. 35th Ave. in Phoenix. The monthly orientation is held on the third Wednesday of each month at 6:30 p.m. For further information, please contact the Office of Administration at (602) 876-1210.

    Posse members who wish to carry a firearm must undergo seventy-three (73) hours of firearms training, undergo psychological testing and consent to a urinalysis in order to qualify to be a Qualified Armed Posseman (QAP).

    Posse members provide valuable assistance to virtually every division within the Sheriff's Office. Posse members assist the patrol deputies by providing back-up on dangerous calls, transport prisoners to jail, and provide traffic control at accident scenes. Posse members are also used to process paperwork for the Civil/Criminal Process Sections, Records and Identification Section, Enforcement Support Division, and the Special Investigations Division.

    Persons interested in joining the Sheriff's Posse must be at least eighteen (1 years old, a United States Citizen, possess a valid Arizona drivers license, be a resident of Maricopa County, and pass a background investigation and drug test. We hold an orientation every 3rd Wednesday of the month at 6:30 p.m. in the Training & Development building at 2627 S. 35th Ave. Phoenix, AZ, except for the month of December, with an oral background interview the following Saturday.

    Sheriff Joe Arpaio has developed several innovative crime suppression operations using posse and reserve volunteers that combat a variety of problems in the community. Due to lack of personnel and budget, programs such as these would not be possible if it weren't for the use of volunteers saving many thousands of tax dollar each year.

    One such successful program is the Holiday Mall Operation. Each year, hundreds of posse and reserve deputy volunteers patrol major shopping malls county wide. The presence of uniformed members of the Sheriff's Office not only deter crime, such as thefts and car jacking, but also result in a sense of security for shoppers day and night. These volunteers also provide motorist assists and help look for lost children at the malls.

    The Sheriff's Van Buren Anti-Prostitution Detail has been used many times to eradicate prostitution in areas of Phoenix that prostitutes typically frequent. This program was successful by not only reducing the number of prostitutes working the Van Buren area, but overall calls for service to the Phoenix Police Department also dropped dramatically. This enabled police to provide quicker response time to citizens' calls for service, thereby enhancing police services to the citizens of Maricopa County. The types of calls for service that were significantly reduced were assaults, thefts, robberies, and prostitution.

    Operation TAG (Take Away Graffiti) utilized posse volunteers and reserve deputies to conduct surveillance of high graffiti areas within Maricopa County. Suspects caught in the act of painting walls and buildings were then arrested and charged with criminal damage. As a result of the TAG program, next-day calls for re-painting to valley agencies significantly dropped.

    The Deadbeat Parent program used reserve deputies and posse members to locate and arrest men and women with outstanding warrants for failing to pay child support. This operation has been conducted several times and has been very popular with the public concerned with the welfare of valley children.

    Sheriff wants to pick up illegal immigrant felons on probation

    PHOENIX -- The Maricopa County Sheriff's Office says 2,000 felons who are illegal immigrants are on criminal probation in the county and that it wants them off the streets and in custody.

    The sheriff's office is working with U.S. Immigration and Customs Enforcement to organize a massive operation to do just that, a sheriff's official said Thursday.

    The operation would be part of escalated immigration-related enforcement by the sheriff's office.

    "These are convicted felons with a high propensity to re-offend," sheriff's Deputy Chief Brian Sands said. "These are an element that should be deported.

    "We don't want to wait until after the fact if these people shoot a citizen, shoot a police officer," Sands added. "These are people that we know to be illegal aliens."

    The Maricopa County Adult Probation Department's administrative office and the ICE field office for Arizona did not immediately respond to requests for comment.

    Sands said felons who are illegal immigrants also are on probation in other Arizona counties, as well, but did not have figures.

    Sands disclosed the proposed federal-county operation targeting probationers during a legislative oversight hearing during which lawmakers endorsed an allocation of $634,700 of additional state funding to the sheriff's office for immigration-related enforcement.

    Sands said the 2,000 illegal immigrants were processed through the county court system and placed on probation for state crimes before implementation of Proposition 100, a state law approved by Arizona voters in November 2006 prohibiting the release on bail of illegal immigrants accused of serious crimes.

    Under Proposition 100, 5,000 immigration holds have been placed on prisoners booked into the county jail system and determined to be illegal immigrants, Sands said.

    The sheriff's office plans to use the $634,700 of additional state money to hire five additional deputies and two vans, which Sands said would be useful to transport people taken into custody in the proposed operation.

    "We'd like to get these people out of our community," he said.

    Sen. Thayer Verschoor, R-Gilbert, questioned during the legislative hearing why it wouldn't be easy to pick up the probationers when they report routinely to probation officers.

    Sands told the lawmakers that ICE has made "a few arrests" of illegal-immigrant probationers but hasn't done more so far because of a lack of manpower and because the probationers' felony convictions made them ineligible for fast processing through the federal system.

    "These aren't rapid returns to Mexico," he said.

    Sands said ICE officials had requested assistance from the sheriff's office. The county office has had numerous deputies and jail detention officers receive training to perform federal immigration enforcement.

    "It's our plan with ICE to do a massive overall, so to speak, on the issue," he said.

    Along with ICE, some cities also have contacted the sheriff's office for assistance from its immigration-trained deputies with traffic stops and arrests "of people that might have alienage issue," Sands said. "I would like to be able to service that need."

    The office's initial immigration-related enforcement efforts were focused on known smuggling routes in outlying areas, but Sands said those efforts are increasingly expanded into built-up areas to target drop houses where human smugglers temporarily stash immigrants after they arrive in the Phoenix area and before they reach their final destinations.

    "We know that this is a big community problem that's out there that's concerning our neighborhoods (along with) the problems with so-called day laborers and day laborers concentrated looking for work," Sands said.
