How?
That question is on the minds of police, residents and government officials in the case of Abel Arango, the Cuban refugee who shot and killed a Fort Myers police officer last week.
How is it that U.S. authorities were unable to deport him and how was it that Arango, who possessed a lengthy criminal record, was able to slip through cracks in the legal justice systems in Collier and Lee counties?
