    Two human smugglers and 11 illegal immigrants were arrested Monday on westbound Interstate 10 and 40th Street in Phoenix, creating significant traffic delays during the morning commute.

    Jorge Antonio Palacio-Vargas, 26, and Santos Rodolfo Hernandez-Peraza, 46, were booked into the Fourth Avenue Jail and are expected to face charges of human smuggling.

    At about 8:30 a.m., a DPS motorcycle officer found a Dodge truck that had run out of fuel said Officer Robert Bailey, a spokesman for the state Department of Public Safety.

    The officer noticed movement in the truck bed, which was covered by tarps, Bailey said. The officer gave commands in English and Spanish to the driver but got no response. The officer asked for additional units.

    Authorities found people in the back of the truck as well as in the cab. Investigators believe two of the 13 men taken into custody were smugglers. The remaining 11 men were suspected of trying to get into the country illegally.

    The 13 men in custody were processed by IIMPACT, the state's anti-smuggling task force that is run by DPS. IIMPACT believes the two suspected smugglers and six of the undocumented immigrants are from Mexico. The other five undocumented immigrants are believed to be from Guatemala.

    One of the suspected smugglers was being paid $1,800, while the other was in training, authorities said.

    On the I-10 Corridor

    We should be seeing stops like this at least once an hour. There are thousands making the trip every day - what gives?
