Now that last sentence IS funny. The answer is probably never....... Normal law abiding people don't run around with cans of spray paint defacing signs and buildings. The propaganda on this sign plays into prevailing Arizona Mexican gang mentality.

A duck with no papers will need to verify who they are.

If there was racial profiling going on, the papers wouldn't matter, would they? The ducks would be treated all the same just because they're ducks? I don't see profiling in asking for ID, when warranted.
