TUCSON, AZ -- Authorities are seeking comments on a proposal to put drinking water stations in southern Arizona's Buenos Aires National Wildlife Refuge to prevent migrant deaths.

It's an effort to resolve a dispute between refuge officials and humanitarian groups that have left gallon-jugs of water on trails illegal immigrant use southwest of Tucson.

Refuge manager Michael Hawkes tells the Arizona Daily Star that officials tried to reach a happy medium.

No More Deaths co-founder Gene Lefebvre says refuge staffers and representatives of humanitarian organizations have been working on how to position water stations to cause as little impact as possible to sensitive wildlife.

Over the past two years, volunteers from No More Deaths, Samaritans and Humane Borders have received littering tickets for placing water jugs on the refuge.
