How was the 1986 law amnesty, but McKennedy is NOT?
How is it if in 1986 they had a law that said, pay a fine, learn English, etc., and illegals get amnesty, and the same exact rules apply to the McCain-Kennedy Senate bill, but it is NOT amnesty?
