Because if, as a US Citizen, you apply to enter another country, you MUST have your US Official documents like a Birth
Cert APOSTILLED by the Secretary of State for the State where you reside. This is to let the Foreign Country know that the document is Official and not FORGED.

ALSO, your fingerprints must be run through an FBI verification to prove that you do NOT have a CRIMINAL RECORD.
