Lawmakers are considering a bill that would allow Oregon residents to apply for a driver's license without proof of U.S. citizenship.
Senate Bill 845 would reverse a 2008 law requiring driver's license applicants to prove they are legal residents.
Proponents of the bipartisan bill say many immigrants without access to a birth certificate, passport or other such document — whether they are legally living in the country or not — are driving without licenses because of that barrier. Francisco Lopez, executive director of immigrant rights coalition CAUSA, says this is a public safety issue and also makes it difficult for undocumented workers to travel to their jobs.
The license could only be used to drive and apply for vehicle insurance and not for other identification purposes.
