    About 150 people rallied outside the state Capitol on Monday in support of a proposal in Congress that would give the children of undocumented immigrants the chance to become citizens.

    The plan would allow students to apply for legal residency if they entered the country before they were 16, have lived in the United States for at least five years and have graduated from high school or are enrolled in college.

    Opponents say it would be more competition for legal students seeking admission to universities.

    Supporters counter that it's unfair to treat the children differently just because their parents decided to bring them into the country illegally. They add that the proposal's need is underscored by a Phoenix case in which the government sought to deport four high school students who were brought to the United States illegally as toddlers. That case has since been thrown out.
