Border guard union disappointed guards won't be armed until 2007

WINDSOR, Ontario (AP) — The agency in charge of Canada's borders says it will be fall 2007 before the first Canadian border guards are armed.
The Canadian Border Services Agency says delays in getting standard operating procedures in place are causing the problem.
Mary Claire Coupal, the Customs Excise Union president in the border city of Windsor, Ontario, said she expected delays, but not this long.
Coupal said she's disappointed it will take another year to arm the guards.
