U-S Senator Ben Nelson says the current attempt to overhaul U-S immigration policy in the Senate deals with problems out of order.

Nelson says Congress should secure the border and fix legal immigration first, then deal with the estimated 12 million people already in the country illegally.

Nelson says he would vote against the comprehensive bill in its current form.

He says when the word "amnesty" reaches people south of the border, more will try to cross it and the United States should be prepared with tighter border controls.

Nelson says speeding up the legal immigration process will help reduce the number of illegal immigrants who come to the country legally but overstay their visas.

Nelson says he will vote to bring the bill to the floor so senators can discuss it.
