The FBI busted a homegrown terror cell late Wednesday night as the men sneaked around a Jewish temple in Riverdale planting what they thought were packages of C-4 explosives, sources told the Daily News.
The four men also allegedly had what they believed was a working Stinger missile in their car: officials said they wanted to shoot down a plane near Stewart Air National Guard Base.
Sources said the four men were arrested after a year long investigation that began when an informant connected to a mosque in Newburg said some militants wanted to buy eplosives.
FBI agents posing as militants sold them what they thought were C-4 and a plane-downing Stinger missile.
    The weaponry was all phony.
The men were arrested as they planted fake bombs in front of the Riverdale Temple in the Bronx and under cars parked in front of the synagogue.
They also allegedly planned to blow up a second synagogue, the Riverdale Jewish Center.
Witnesses said an NYPD vehicle blocked a black SUV outside the temple and then officers broke in the windows and handcuffed the four men inside the car.
    All four men were US-born.
Arrested was alleged ringleader James Cromitie of Newburgh, the son of an Afghan immigrant and his wife.
Cromitie served a long stretch in prison in the past.
Alleged henchment David Williams, Onta Williams and Leguerre Payen were busted with him.
Sources said the three were jailhouse converts to Islam.
"This shows the real risks we face from homegrown terror and jailhouse converts, and the need for constant vigilance," said Rep. Pete King (R-NY).
The four alleged terrorists are expected to be arraigned Thursday in White Plains federal court.

I think all four may have been American citizens. At this point, no one really knows anything for sure.

NEW YORK — Four men arrested after planting what they thought were explosives near a synagogue and community center and plotting to shoot down a military plane were bent on carrying out a holy war against America, authorities said Thursday.

The suspects were arrested Wednesday night, shortly after planting a 37-pound mock explosive device in the trunk of a car outside the Riverdale Temple and two mock bombs in the backseat of a car outside the Jewish Center, a few blocks away, authorities said.

Police blocked their escape with an 18-wheel truck, smashing their tinted SUV windows and apprehending the unarmed suspects.

At a news conference outside the Bronx temple, Police Commissioner Raymond Kelly quoted one of the men as saying, “If Jews were killed in this attack ... that would be all right.â€

    I.C.E. News Release

    May 20, 2009

    I.C.E. most wanted fugitive captured

Subject has been on the run for more than 10 years

NEW YORK - U.S. Immigration and Customs Enforcement (ICE) officers on Tuesday captured one of its top ten most wanted in East Orange, New Jersey.

Officers with ICE's Fugitive Operations Team in New York arrested ICE fugitive Calvin Inswood, a native and citizen of Jamaica.

Inswood, 46, has an extensive criminal history that spans nearly 30 years and began shortly after his arrival in the U.S. in 1976. His criminal history includes convictions and sentences for crimes including assault, resisting arrest, disorderly conduct, weapon possession, and attempted robbery.

"I'm proud of the hard work and diligence of our officers for tracking down this career criminal. Now, not only has this alien with an extensive criminal history been removed from the streets of New York, but he will be removed from our country as well," said Christopher Shanahan, field office director for the ICE Office of Detention and Removal Operations in New York.

After serving time for his last conviction, Inswood was taken into the custody of the former Immigration and Naturalization Service (INS) and placed into deportation proceedings. In May 1997, Inswood was ordered deported by an immigration judge in New York City. An appeal of that decision to the Board of Immigration Appeals (BIA) was dismissed in December 1997. Inswood failed to surrender for removal as ordered, thereby making him an immigration fugitive.

In 2003 ICE added Inswood to its Top Ten Most Wanted Criminal Alien list and has been actively seeking his apprehension. ICE's Top Ten was established back in 2003. Inswood was featured on the TV program "America's Most Wanted".

ICE was assisted by the U.S. Secret Service and investigators from the Kings County (NY) District Attorney's Office.

    -- ICE --

U.S. Immigration and Customs Enforcement (ICE) was established in March 2003 as the largest investigative arm of the Department of Homeland Security. ICE is comprised of five integrated divisions that form a 21st century law enforcement agency with broad responsibilities for a number of key homeland security priorities.

Terror Suspects Could Have Acquired Missiles Elsewhere, Analysts Say

    Thursday, May 21, 2009

The four men accused of plotting to blow up two New York synagogues and shoot down military planes could have procured surface-to-air guided missiles elsewhere if the FBI had not provided them with inert versions, terror analysts told FOXNews.com.

"I don't know if you could buy it on Craigslist, but there's certainly a lot of people who engage in this type of contraband," Steve Emerson, executive director of The Investigative Project on Terrorism, said of the anti-aircraft Stinger missile. "They're not that big, either, so they could've been smuggled into the United States."

Emerson said the 5-foot-long weapon, which has a range of 5 miles and weighs 35 pounds fully armed, could have been bought in a number of black arms markets in Middle Eastern countries, including Lebanon, Pakistan, Gaza and Saudi Arabia. The missile system could be purchased for "tens of thousands of dollars," Emerson said.

"It depends on the quality, how new it is, the version," he said. "It's like buying a used car. It depends on lots of factors, and they deteriorate over time."

The four domestic terror suspects — James Cromitie, David Williams, Onta Williams and Laguerre Payen, all of Newburgh, N.Y. — were arrested late Wednesday after they allegedly planted a 37-pound device that they believed was a bomb in the trunk of a car outside the Riverdale Temple, a synagogue in the Bronx, and two other mock bombs in the backseat of a car outside the Riverdale Jewish Center, another synagogue a few blocks away. They also allegedly planned to shoot Stinger surface-to-air guided missiles at planes at the Air National Guard base in Newburgh, about 70 miles north of New York City.

FBI investigators had been monitoring the men and, through an informant, provided them with an inactive missile and inert C-4 explosives, according to the federal complaint filed against the suspects.

Emerson said domestic terrorists could smuggle authentic weapons into the United States by ship, using an uncontrolled segment of shoreline as a point of entry, possibly along the Florida coast. Once in the U.S., not too many hurdles would remain, he said.

"A Stinger missile is pretty easy to operate and it's very portable," Emerson said. "A Stinger doesn't take a lot of training at all, and you can do a lot of damage."

Acquiring a Stinger in the United States would be "much more difficult" but not impossible, Emerson added.

"There's always leakage," he said, adding that "there used to be a lot floating around" following the Soviet war in Afghanistan in the 1980s. "Terrorists are always after these types of weapons," he said.

The CIA reportedly supplied some 500 Stingers to the Mujahideen fighting the Soviet forces, and the U.S. tried to reclaim them through a buy-back program after the war.

But an unspecified number remain unaccounted for, said Lawrence Korb, a senior fellow at American Progress, a Washington-based think tank.

"We were aiding the Mujahideen and now you're living the consequences," Korb said. "The CIA calls it blowback."

Korb said it's "absolutely possible" that the terror suspects could have believed they were purchasing one of the weapons left behind decades ago.

"These people know they're out there," he told FOXNews.com. "If you have the money, they're out there."

Meanwhile, Michael Barkun, professor of political science at Syracuse University, said it's apparent the four suspects did not have the connections needed to carry out such an attack.

"Obviously they had no access to those markets or they would've gotten them," Barkun said. "It's clear these are bad guys, but they appeared to have no other access to the weapons other than those people who they believed were their suppliers.

"They had the intent, but did not have the means," Barkun continued. "They thought they had the means. Thank God they did not."
