President Bush, the penalty for illegal immigration is deportation; anything else is amnesty

Our President tells us that Guest Worker Amnesty is not Amnesty. It is now transparent to most Americans that Guest Worker Amnesty is for the benefit of cheap illegal labor profiteers and their illegal employees. Tenaciously advancing this position is hurting our Republican Party and putting our nation at risk.

There is a history of deceit, mismanagement, corruption and misuse of tax-payers money behind our government's past Guest Worker Amnesties not to mention the government's failure to secure our borders and enforce immigration law.

Guest Worker Amnesty language was defeated in the House of Representatives by a large majority in December and by 6 out of 10 Republicans in the Senate Judiciary Committee this week.

In 1986 Congress passed the Immigration Reform and Control Act of 1986 (IRCA). IRCA established procedures whereby certain illegal aliens could apply for amnesty to remain in the United States and have their status adjusted to that of temporary resident aliens (8 U:S:C. § 1255). IRCA also contained provisions for employer sanctions for hiring illegal aliens. This was an amnesty, clear and simple.

As a result of the 1986 amnesty, millions of unethical employers were able to keep the cheap and docile illegal alien employees that they already employed. IRCA changed the status of 3.5 million illegal aliens to temporary residence status. Since then those former illegal aliens have grown families and brought in relatives for family reunification and thereby increasing their numbers by millions more. As for employer sanctions thereafter, it has been a great failure. Out of millions of crooked employers who intentionally and knowingly hired illegal aliens after 1986 only a handful has been fined. There were 3 employer sanctions in 2005.

Our government promised us in 1986 that if we, the people, consented to this amnesty to end all amnesties, that the government would secure our borders, stop the further inflow of illegal aliens and take away the incentive to come to our country illegally by enforcing employer sanctions.

Well, our government did not do as promised.

Starting from zero illegal aliens following the passage of IRCA in 1986, (the amnesty to end all amnesties), an unknown number of illegal aliens between 12 and 20 million or more have invaded our country and are claiming squatters' rights. Virtually no employer sanctions exist and 1 in 20 workers in the nation is an illegal alien.

Have all the millions of illegal aliens come to America to work? Well, no!

28% of prisoners in federal prisons are illegal aliens, so a large percentage of them came here to commit crimes. In California the tax-payers pay $1.4 billion to incarcerate illegal aliens.

Illegal aliens also come for free medical care and a free education.

Through the Emergency Medical Treatment and Active Labor Act (EMTALA), the Federal Government mandates that emergency hospital provide medical services to the indigent including illegal aliens. The massive wave of illegal aliens in California and the nation are paid low salaries and are not provided with healthcare and on-the-job accident insurance by their crooked employers, so they use emergency hospitals for every need from treating the flu to a pregnancy. 60 emergency hospitals have closed in California and many are on the brink of bankruptcy.

Free education is another big attraction. Depending on the state, it costs between $8262 and $16,000 to educate one child per year in the United States . Earning minimum wage, most illegal aliens do not pay much tax, if any tax; but the state of California tax-payers pay $8262 for each illegal alien student in our public schools while the cost in Alaska is $16600 (Source: "Revenues and Expenditures by Public School Districts: School Year 2002-03," published by the Department of Education in November 2005) .

Other popular services for the badly paid illegal aliens includes Foods Stamps. The Federation of American Immigration Reform calculates that California tax-payers pay $10.5 billion to provide services to illegal aliens, or $1083 per household. In conclusion, some illegal aliens come to work, but not all and when they work, they don't earn enough to take care of themselves and their families. The tax-payers have to make up the difference between the cheap wages the crooked employers pay and the cost of a living wage through compensatory tax-paid social services. The illegal aliens that are doing the best economically are the ones engaged in drug trafficking. According to a special investigation by CBS News in 2005, drug trafficking generates $140 billion annually.

Do illegal aliens come to do jobs that Americans will not do?
No, that is a myth.

According to the Hew Hispanic Center , only 3% of illegal aliens are engaged in agricultural stoop labor. 97% of illegal aliens work in construction, meat packing, services and administrative work. A percentage is engaged in drug trafficking and illegal gang activity, but as they do not report their earning, it is not clear how many they are. Let us ask unemployed constructions workers who have seen their earnings drop, if they wouldn't mind if an illegal aliens would do their job - for less?

Kevin, a young man that I know, used to be able to provide for his family installing satellite TV dishes. Over the last four years he has seen the work go to illegal aliens who are doing the work for 25% of what he would quote. After many months of unemployment and receiving assistance from the State, he just landed a part-time job with the United States Post Office. His case is not unusual. It is only going to get more common for American workers.

America was once before in its history addicted to cheap labor and it was morally wrong. Before the Civil War America's addiction was to slave labor. Many at that time claimed that the United States economy would collapse if the slaves were to join a domestic free-market for labor. The pessimists were proven wrong. America not only did well without cheap slave labor, it rose to be the world's superpower.

President Bush would like to forgive the millions of unethical employers who have violated the IRCA employer provisions and avoided employer sanctions so far. Some employers that President Bush and some of his followers in the Senate would like to rescue have cheated on their taxes by not reporting their illegal alien workers for years. The crooked employer relief being considered by the Senate would in addition allow the employers to keep the illegal aliens presently working for them without loosing a single day's of productivity. This will be accomplished by changing the status of the illegal aliens from illegal to legal temporary workers.

The government agency that would be in charge of administering and enforcing a Guest Worker Amnesty Program is the United States Citizenship Immigration Services (USCIS). The Government Account Office (GAO) in a report released on March 6 th of this year, exposed massive mismanagement and corruption at the CIS. The GAO report documents that the CIS is incapable of handling it's present 7.5 million caseload, much less the 12 to 20 million more cases under any new Guest Worker Amnesty would impose. The GAO report goes on to disclose that 500 CIS agents are under suspicion for corruption, including accepting bribes from foreign governments. The GAO found that 68% of all religious visas approved by CIS were fraudulent and that 33% of them were issued to people with connection to radical Islamic organization membership. Can we trust the government that gave us the failed 1986 Amnesty to administer a much larger and complicated new Amnesty under the USCIS? (See the full report: www.dolz.com/gao.html )

The GAO report on the CIS mismanagement and corruption was literally the deathblow to Amnesty!

How do the American People feel about illegal immigration and Amnesty?

According to a poll by the Pew Research Center and Pew Hispanic Center released yesterday, March 30th, 52 percent of Americans view illegal immigrants as a burden because they take jobs and housing -- up from 38 percent in 2000. The poll also found 53 percent of Americans support sending illegals home.

President Bush represented the American people at the North American Talks in Cancun , Mexico today, March 31 st . The message that our President delivered was very well received in Mexico ; and by cheap illegal labor profiteers in the United States . The message that President Bush delivered was that the Senate was going to make the job of the “coyotes” obsolete by giving Amnesty to untold millions of illegal aliens now, and a legal pass to millions more later. Directly or indirectly through their United States born children (Anchor Babies), the Amnesty would lead to citizenship and massive immigration growth.

Personally I would have liked the President to have demanded that Mexico put and end to the $140 billion in drug trafficking through our southern border and the incursion of into our land by the drug cartels aided by rogue Mexican army. In addition, I would have liked to see the President negotiate the return to justice in America of over 3000 criminal fugitives. Ultimately, it would have made me happy to hear our President demand that the Mexican government send its army to the border to stop the illegal immigration chaos or that we would help them by deploying ours on our side of the border. I think President Bush likes Vicente Fox too much to bring up such direct language at the Tri-Lateral North American Talks.

The June primaries and the November elections are soon here. It seems to me, reading the news reports from his press conference with Vicente Fox in Cancun, and seen how the House of Representatives and 6 our of 10 fellow Republicans are thumbs down on Guest Worker Amnesty, that President Bush may need to hear from us the voters. He may not be aware how strongly we and many members of his Party feel about granting Amnesty to people in our country illegally.

Send a clear message to our President, the Senate and the House of Representatives. Guest Worker Amnesty is not a good idea. In any case, there must not be talk of Guest Worker plans until the last of those illegally in our country have left the country on their own, thanks to the Sensenbrenner HR 4437 Bill provisions, or deported; and our borders are secure.
