    Police chief is always armed with talking points

    If there's one thing Police Chief William Bratton has made clear during his tenure it's that he doesn't like anyone telling him how to run the LAPD.

    Whether it's an ordinary citizen or elected official, Bratton lets everyone know he is the man in charge.

    Take the controversy over Special Order 40 and a review of the policy being sought by Councilman Dennis Zine, a reserve police officer.

    "I would suggest, rather then getting headlines, he make an appointment to meet with his chief to get the details of what we do," Bratton said in a meeting last week with Daily News editors.

    "He should get the details on what it is we are doing rather than what people think it is.

    "He has not had a conversation with anyone, including my leadership team. He talks so much about being a reserve officer, he should go to his commanding officer for clarification."

    Bratton again insisted Special Order 40 is misunderstood and said he will be issuing another clarification to officers.

    "I don't understand what's so difficult. We don't ask people their immigration status if they are not breaking the law. Once they are arrested, we check to make sure they are in the country legally."

    The latest uproar over Special Order 40 comes in the wake of the fatal shooting of high school senior Jamiel Shaw by a suspected illegal immigrant who is a gang member.

    "Our priority is going after gangbangers," Bratton said. "Once they are
    arrested, we check their immigration status and if they are in the country illegally, turn it over to ICE."


    Ten officers from Immigration and Custom Enforcement work with the LAPD in the Valley Bureau, Bratton said.

    Zine, however, insists that his call for a review of Special Order 40 is not motivated by any effort to grab the public spotlight.

    "This chief doesn't think anything needs to be changed," Zine said. "Ask any 10 officers on the street and they will tell you they don't know what to do with Special Order 40. They feel they can't do anything."

    Last year, Bratton and Zine also wrangled over LAPD hiring standards, with the chief saying the councilman "didn't know what the hell he is talking about."

    In the sense that all politics is local, Councilman Bernard Parks is using the Los Angeles City Council as part of his campaign for the county Board of Supervisors against opponent state Sen. Mark Ridley-Thomas, D-Los Angeles.

    Parks got the council to go on the record against a Ridley-Thomas bill that would eliminate the Coliseum Commission and instead create a new Exposition Park Authority Board.

    Parks said the move would undermine all the work that has been done in the area with the African-American Museum, California Science Center and other projects.

    On another issue, Parks went directly to the Board of Supervisors - and won City Council support - for a letter he sent to Gov. Arnold Schwarzenegger urging him to have the University of California health-care system find funding to fully reopen the King-Harbor Hospital.

    It's hard to believe that, coming from one of Los Angeles' most political of families, this year's Democratic National Convention will be a first for Councilwoman Janice Hahn.

    Hahn - whose brother is former Mayor James Hahn and whose father was the legendary Supervisor Kenneth Hahn - was selected by a caucus in her San Pedro district to be one of the state's 128 delegates for Sen. Hillary Rodham Clinton.

    "The energy and excitement of the election has simply been amazing," Hahn said. "I am proud to serve as a delegate."
