    Bush is counting on the undocumented workers' desire for a more normalized status.
    I have to disagree right here.

    Bush could care less about what the illegals want. He's concerned about what his financial supporters want, and that's unrestricted immigrant labor at the lowest cost possible.

    The rest is just window dressing.
    It's like hell vomited and the Bush administration appeared.
