California controller to suspend tax refunds, welfare checks

John Chiang announces that his office will suspend $3.7 billion in payments owed to Californians starting Feb. 1, as a result of the state's cash crisis. Student grants are also affected.

Reporting from Sacramento -- State Controller John Chiang announced today that his office would suspend tax refunds, welfare checks, student grants and other payments owed to Californians starting Feb. 1, as a result of the state's cash crisis.

Chiang said he had no choice but to stop making some $3.7 billion in payments in the absence of action by the governor and lawmakers to close the state's nearly $42-billion budget deficit. More than half of those payments are tax refunds.

The controller said the suspended payments could be rolled into IOUs if California still lacked sufficient cash to pay its bills come March or April.

"I take this action with great reluctance," Chiang said at a news conference in his office. But he said that without action to close the deficit, "there is no way to make it through February unscathed."

The payments to be frozen include nearly $2 billion in tax refunds; $300 million in cash grants for needy families and the aged, blind and disabled; and $13 million in grants for college students.

If he cuts off welfare and other checks to illegal aliens and their anchor babies he will be called a racist.

Maybe now US citizens in CA will be screaming for enforcement? It's a shame they have to suffer because CA is a "sanctuary state".

This is an extremely serious threat with public health consequences. Either he is grandstanding to force politicians to do something, or else California is headed in the direction of Somalia - starvation!

This is kind of scarey that this is actualy happening in America.What state will be next and how far will this go? Police and Fire protection? They are already talking about laying off 20 deputies in my county in Ohio.Sounds like we are going back to the days of the old west.

First and foremost.....they should've suspended any and all payments of such to anyone who couldn't prove that they are a U.S. citizen about d10 years ago....now the chickens are coming home to roost...you can bet La RAZA, MALDEF, and the militiant, ethno-supremacist Chicano groups will be crying foul and racism because millions of illegals won't be getting their welfare checks, student grants, and other public benefits from California.

California is broke and in debt. You can not write checks when there is no money to cover them, it's illegal.

All those racist Latino groups are getting their just dessert, they are the ones who lobbied for the mass illegal immigration which caused our budget meltdown. Let they cry racism all they want, nobody is going to pay attention to them any longer, they are like the boy who cried wolf.
