ATLANTA (AP) -- Two men are charged in an alleged fraud that
authorities say encouraged Koreans to live in the United States
unlawfully.

Federal prosecutors said Tuesday that 47-year-old Songwoo Shim of Lawrenceville and 36-year-old In Young Park of Duluth were indicted on charges of conspiring to encourage and induce aliens to reside unlawfully in the United States and manufacturing fraudulent documents.

Shim also was charged with conspiracy to present a fraudulent
application to the Department of Homeland Security for an English language school for Korean speakers. Prosecutors say hundreds of immigrants paid thousands of dollars for documents to attend the school, but most just began living and working in this country.

Shim and Park are scheduled for a Thursday bond hearing.
