Soliciting law said aimed at migrants

BALDWIN PARK - In June 2005, City Council members defended a monument some groups considered to be anti-American and pro-illegal immigration.
Some of those same activists said Friday they are baffled the City Council is now considering a new soliciting law aimed at cracking down on day laborers.
The ordinance, introduced at Wednesday's City Council meeting, would ban solicitation in areas intended for vehicular use, landscaped parkways and areas developed for pedestrians. The ordinance, which comes back to the council April 4, seeks to prohibit all solicitors but it is aimed at day laborers.
Peter Schey, a civil rights attorney and president of the Center for Human Rights & Constitutional Law, said the proposed ordinance is a "disguised anti-immigrant initiative" created to keep day laborers out of the community and said if approved would make it difficult for them to find work.
"Communities are failing to recognize these day laborers are hard-working individuals who are trying their best to survive and support their families while earning very low wages and no health benefits," Schey said. "The more practical approach would be to have a designated area where they can seek employment from."
Baldwin Park officials said they began looking for ways to address the day laborer issue after some residents complained some of the day laborers were urinating, sitting on cars, drinking, gambling and making unfavorable remarks to customers in the parking lot of Home Depot on Puente Avenue.
Councilwoman Marlen Garcia said the ordinance is not intended to place a hardship on the day laborers but instead to ensure residents' safety.
